2. Recruitment conditions
1. Possess the nationality of the People's Republic of China, enjoy the political rights of citizens, be dedicated to work, abide by disciplines and laws, and have good conduct.
2. Good health. Under 35 years old (born after July 1, 1978).
3. Applicants who have obtained a normal undergraduate degree or above from a full-time general institution of higher learning recognized by the education administration department (those with household registration or student origin in Huai'an District who apply for junior high school, primary school and kindergarten teacher positions, the academic qualifications are relaxed to Teacher training college); Obtain the corresponding teacher qualification certificate (recruitment conditions are postgraduate or master's degree positions and Huai'an Industrial Secondary Vocational School recruitment positions, teacher qualifications are not required for the time being).
Those with a postgraduate degree or a master's degree, and those with an undergraduate degree and a bachelor's degree are not limited to their household registration or place of origin; others are limited to Huai'an City household registration or Huai'an City student origin.

5. Have the professional qualifications and other relevant conditions required for the position to be applied for (see the "Position List" for details). 3. Recruitment procedures and methods
Recruitment is conducted in accordance with the principle of "voluntary registration, open competition, and merit-based recruitment" and is conducted through a combination of examination and assessment.
1. Registration
Those who meet the recruitment requirements are limited to one position. When registering, they need to bring their ID card, graduation certificate, degree certificate, teacher qualification certificate, household registration or student origin certificate. Originals and copies of other materials, and three recent 2-inch bareheaded photos with the same background, taken to Huai'an District from August 8 to August 12 (8:30-11:30 am, 15:00-18:00 pm) Register in the conference room on the fifth floor of the Education Bureau (east end of Yonghuai Road, Huai'an District). 2. Written test
The academic requirements are postgraduate or master’s degree or above (position codes 1-5, 37), and the written test is exempted. Applicants for other positions must take a unified written test. The written test consists of one subject and the total score is 100 points.
For those who apply for recruitment positions in primary and secondary schools and kindergartens (position codes 6-25), the content of the written test is basic education knowledge (accounting for 30 points) and subject professional knowledge (accounting for 70 points). Main tests on basic education knowledge: teachers’ professional ethics, curriculum reform, educational regulations, pedagogy, and psychology. Main tests of subject professional knowledge: professional knowledge and teaching methods. For those who apply for positions in Huaian Industrial Secondary Vocational School (position codes 26-36), the written test content will be subject professional knowledge.

3. Interview
Based on the written test scores of the applicants for the same position, in order from high score to low score and the multiple of the planned recruitment number of the reduced position and the corresponding examination ratio (wherein The kindergarten teacher position will be calculated based on 1.5 times the planned recruitment number after the reduction), and the candidates who will participate in the interview will be determined (candidates with tied last scores will enter the interview together, the same below). The Huai'an District Education Bureau will review the qualifications of those who participate in the interview. Candidates should truthfully provide relevant materials that meet the application requirements. Those who meet the application requirements after review will be issued an "Interview Notice". Candidates who cannot provide valid original documents on time as required above or who fail the qualification review will be disqualified from the interview, and candidates who apply for the same position will be replaced in order from high score to low score. If you are an in-service employee entering the interview, you must provide proof of consent to apply according to the personnel management authority during the qualification review. If the ratio of the number of interviewees who pass the qualification review to the number of job recruitment plans is less than the proportion of candidates who have passed the qualification review, all candidates who have passed the qualification review will be interviewed.

4. Physical examination and inspection
Among the candidates who pass the interview, the written test score accounts for 70% and the interview score accounts for 30%, and the total score of the candidate is synthesized on a hundred-point scale (for positions exempt from written examination) , the interview score is the total score). The candidates who will participate in the physical examination will be determined based on the order of the total scores of the candidates applying for the same position from high to low scores and the 1:1 ratio of the number of people planned to be recruited for the post after the reduction.
The Huaian District Education Bureau will organize physical examinations and inspections. The physical examination shall be carried out in accordance with the relevant standards and requirements for teacher qualification certification in Jiangsu Province. The specific time and location of the physical examination will be notified later. The cost of the physical examination shall be borne by the candidates themselves.
The Huai'an District Education Bureau will organize inspections for those who have passed the physical examination. The inspection will be carried out with reference to the "Implementation Rules for the Recruitment and Assessment of National Civil Servants of Jiangsu Province" and the "Application Guide for Civil Servants Recruited in the 2013 Examination of Jiangsu Province".
If a vacancy occurs due to failure in the physical examination or inspection, candidates for the same position will be filled in order from the highest score to the lowest score in total.
4. Public announcement
Personnel who pass the physical examination and inspection are determined to be the candidates for employment, and they will be announced on the Huai'an Municipal Human Resources and Social Security Bureau website () and Huai'an District Education website () 7 working days.
5. Recruitment and related benefits
After the public announcement, if the announcement results of the proposed personnel affect the employment or if the candidates clearly give up the employment and there is a vacancy, among the qualified candidates who applied for the same position, , one-time replacement will be made in order of the candidate's total test score from high score to low score, and no replacement will be made after the employment approval.
If the employed social worker has a labor contract or employment agreement with his or her original work unit, he or she shall be responsible for handling the matter.
If the person to be hired has no objection after being announced, or if there is any objection but it does not affect the employment, the relevant procedures shall be handled in accordance with the relevant regulations and procedures of the management of the public institution. If the applicant fails to complete relevant procedures within the time limit due to personal reasons, his or her employment qualification will be cancelled.
The probation period for employed personnel is 3 months (the internship period for unemployed graduates shall be implemented in accordance with national regulations). Those who pass the assessment at the end of the probation period shall go through relevant procedures in accordance with relevant regulations. Those who fail to pass the assessment during the probationary period will be disqualified from employment and will be required to seek self-employment.

6. Discipline and Supervision
The recruitment work shall implement the principles of "openness, equality, competition, and merit selection", strictly enforce discipline, act impartially, and strictly prohibit fraud, favoritism and malpractice. Staff members who violate open recruitment disciplines will be removed from the recruitment position or given disciplinary sanctions depending on the severity of the case; other relevant personnel who violate open recruitment disciplines will be held accountable in accordance with relevant regulations; employees who violate recruitment disciplines will be terminated from employment contracts once verified , be cleared.
