The Centennial Plan of Social Work in Guangdong Province sponsored by the Civil Affairs Department of Guangdong Province plans to build and operate 200 town (street) social work service stations in the north-west of Guangdong and Huizhou, Zhaoqing, Taishan, Kaiping and Enping during the period from 20 17 to 202 1, develop nearly 1000 professional social work posts and incubate 200 volunteer services.

The implementation of the "Hundred Flowers Plan" will provide 3-8 social workers for each town and street to provide talent support for the professional and refined development of civil affairs, and at the same time, combine social workers with civil affairs services to better provide professional services for the needy people and communities.
