Legal basis:

Article 42 of the Law on the Prevention and Control of Infectious Diseases in People's Republic of China (PRC), when an infectious disease breaks out and becomes prevalent, the local people's government at or above the county level shall immediately organize forces to prevent and control the infectious disease according to the prevention and control plan, cut off the transmission route of the infectious disease, report to the people's government at the next higher level for decision when necessary, and take the following emergency measures and make an announcement:
