In early 2002, the Shenyang Municipal People's Government approved: Shenyang Municipal People's Government Two natural villages, Zhuertun Village and Carpentertun Village in Qianjin Township, Dongling District, are placed under the civil official sub-district of Dadong District.

In June 1988, Shenyang Cedar Economic Development Zone was established. (It was approved as a municipal development zone by the municipal government in July 2002, and officially changed its name to Shenyang Cedar Economic Development Zone on March 22, 2003)

In June 1991, the Shenyang Economic and Technological Development Zone was established.

In July 1992, Xinmin Economic Development Zone was established.

In January 2001, Shenyang Hunnan New District was established based on Shenyang High-tech Industrial Development Zone. Hunnan New District is not an official administrative district, but it performs some administrative district functions. The management area of ??Hunnan New District is south of the Hun River, north of the Third Ring Road, and east of the railway in Dongling District. Wusan Township and Changbai Township in Dongling District are institutionally managed by Hunnan New District.

In August 2003, Zhaijia Town and Daqing China-North Korea Friendship Township in Yuhong District were institutionally placed under the management of Tiexi New District. On September 16, 2006, the Shenyang Municipal People’s Government approved the establishment of Xihe Economic Zone. Xihe Economic Zone is not a formal administrative zone, but it performs some administrative zone functions. Take the entire administrative areas of Dapan Town, Gaohua Town, and Zhangyizhan Town in Yuhong District, all the administrative areas of Xinmintun Town, Changtan Town, and Sifangtai Town in Liaozhong County, as well as Shaling Street in Yuhong District and Yangshigang Town in Liaozhong County.
