First, the definition of agricultural electrician and the basic principles of employment

1, agricultural electrician refers to the rural electrician formally employed by county (city, district) power supply limited liability company (hereinafter referred to as county company) in the form of contract.

2. The employed agroelectricians are employed in principle from outstanding rural electricians; County (city, district) within the urban planning area by the power supply department directly for electricity management, shall not employ agricultural electrician; Rural areas with township (town) power supply stations or business stations as the center and the principle of radius distance of 1.5km are managed by local power supply stations or business stations, and agroelectricians are not employed.

3, the county company should be combined with the company's personnel status, production and operation of the preparation of recruitment plans, and submitted to the * * power supply company for approval before recruitment. In principle, the recruitment plan is compiled once a year, and the recruitment results are reported to the personnel and labor department of the power supply company and the rural power work department for the record.

4. The county company must set up a special examination and assessment team for the new recruitment and employment of agroelectricians, and the participants are composed of the leaders of the county company, discipline inspection and supervision, labor and personnel, production technology, marketing and other relevant departments. In accordance with the principle of "fairness, openness and justice", the examination should be based on merit.

Second, the scope of responsibilities of agricultural electrician:

Agricultural electrician works under the power supply station owned by the county company, and the administration and business are led by the power supply station. Their scope of work is as follows:

1. Be responsible for publicizing the electricity law, regulations on power supply and use, regulations on the protection of power facilities and other relevant electricity laws and regulations and common sense of safe electricity use to the masses.

2. Manage and check the planned, economical and safe use of electricity in the power village under its jurisdiction, and master the first-aid methods of electric shock.

3. Regularly patrol, inspect and maintain the high and low voltage lines and equipment under its jurisdiction, improve the health level of equipment, ensure safe operation, do a good job in patrol protection of transit lines of 10KV and above, and report the equipment and lines with potential safety hazards to the power supply station in time.

4. Be responsible for installing leakage protector in the power village under its jurisdiction, strictly implement the management system of leakage protector and conduct regular inspection. Inform the user to replace the damaged or unqualified leakage protector in time and implement it.

5. Cooperate with the power supply station or staff to stop the no-load distribution transformer in time to reduce the no-load loss of the transformer. Strengthen the management of low-voltage lines and user watt-hour meters, and strive to reduce the low-voltage line loss and control it below the line loss specified by the power supply station.

6. Actively cooperate with the power supply station to carry out the normal business survey according to the regulations, carefully check the illegal use of electricity and stealing electricity, resolutely stop the illegal use of electricity and stealing electricity, report to the power supply station in time, and deal with it severely in accordance with the relevant provisions of the Electricity Law.

7. Strictly implement the relevant regulations and standards of the power industry, improve the equipment and technical management ledger, and make the village low-voltage line equipment meet the standards required by the Technical Regulations for Rural Low-voltage Power.

8. Seriously implement the national electricity price policy, strictly implement a series of systems such as electricity fee and electricity price according to the requirements of power supply station, implement the system of synchronous meter reading and cross meter reading in different places, and timely report the problems existing in metering devices to power supply station. Pay the electricity fee in full and on time to ensure the electricity fee recovery rate of 100%.

9. Actively participate in the safety business technical training organized by the power supply station or the higher authorities, be familiar with the operation of electrical equipment, master the maintenance technology and quality standards of low-voltage lines, and strengthen the operation skills and ability to work independently.

10, study hard on political business technology, improve their own quality, attend political study and business technical training organized by power supply station on time, and be familiar with business technical regulations. Under the leadership of the power supply station, do a good job in rural domestic electricity consumption and seasonal electricity consumption for agricultural production, and ensure that the guarantee rate of rural domestic lighting electricity consumption is over 98%, the guarantee rate of electricity consumption in busy farming season is 100%, and the power supply rate of newly built and relocated households is 100%.

12. Complete all tasks assigned by the power supply station on time.

Three, agricultural electrician employment conditions:

1. Employment conditions:

1), the newly hired agricultural electrician limit 18-35 years old, junior high school education. Agricultural electricians over 50 years old and women over 45 years old are all dismissed.

2), new employees must have certain electrical knowledge, familiar with electrical safety work procedures, know how to get an electric shock first aid knowledge and can correctly use first aid methods. Must go through network operation training and pass the examination, and hold the Agricultural Electrician Network Operation Certificate.

3), good health, no diseases and physical defects that hinder rural electric power work. Correct thinking, decent style, good quality, strong sense of responsibility, can strictly follow the rules, not selfish, enthusiastic about rural power development and rural power services, and dare to fight against stealing electricity and power facilities.

2, equipped with principle:

Agroelectricians are generally equipped with 1 person for more than 400 households and 1 person for more than 300 households in remote mountainous areas.

3. Employment procedures:

1), the new recruitment and employment of agricultural electrician is mainly based on the unified recruitment of county companies, supplemented by the recommendation of various power supply stations.

2) Applicants who meet the requirements of employment conditions must fill in the Application Form for Competitive Employment of Agricultural Electrician (the person recommended by the power supply station must have strong opinions) and resume, and attach a copy of academic certificate and other materials.

3). Applicants shall be audited and signed by the labor and personnel department of the employing unit, interviewed by the examination and assessment team, and undergo practical assessment and physical examination.

4) After applying, the labor and personnel department of the employer must coordinate with relevant departments to organize induction training. The training time depends on the actual situation of the employer. Those who have not passed the induction training and obtained the relevant induction certificate shall not be employed.

5), the county company should establish a relatively perfect personal files of rural power personnel, in order to train qualified personnel. Files include: resume, competitive application and competitive appointment form, assessment questionnaire, physical examination qualified form, employment letter and annual assessment opinions, attendance and performance, etc. Arrange jobs and sign employment contracts according to work needs and personal work quality of candidates.

4. Training:

Agricultural electrician training is led by the labor and personnel department of county power supply company, with the cooperation of biology, marketing, safety supervision and other relevant departments. The county company shall formulate an annual training plan and organize the training and rotation of newly hired personnel and all agricultural electricians in time. Specific training content:

1), electrical theory and power system operation knowledge.

2) Electricity Law, Regulations on Power Supply and Utilization and Regulations on Protection of Power Facilities.

3) Regulations on Electric Safety Work.

4), rural low-voltage power technology regulations

5), electrical industry professional ethics.

6), business management, copy, electricity and electricity price management knowledge.

Recruiting agroelectricians engaged in line operations to leave their posts for more than half a year must be retrained and can only take up their posts after passing the examination.

5. Labor contract:

1), agricultural electricians should follow the principle of equality, voluntariness and consensus to sign labor contracts in accordance with the relevant requirements of the Labor Law. When signing a contract with the employer for the first time, newly recruited agricultural electricians must indicate a certain probation period, which is generally 3-6 months.

2) After signing the labor contract, both parties shall go to the labor dispute arbitration department where the county company is located for verification. The labor contract is made in duplicate, one for each party.

3) If the agroelectrician proposes to dissolve or terminate the contract, he shall notify the employing unit in writing 30 days in advance, and submit the relevant documents and files to the unit for review. The labor contract can only be terminated after the examination meets the requirements, otherwise the legal responsibility will be investigated according to the contract.

4) When the contract expires, the signed contract will be automatically terminated. If the work requires, the contract can be renewed through consultation between both parties, and the contract signing period is signed once a year in principle.

5) If the employed agroelectrician is dismissed, dismissed, reeducated through labor or sentenced for violating the law and discipline, his labor contract will be automatically terminated. If it is necessary to terminate the labor contract with the agricultural electrician due to changes in production, operation or technical conditions, the employer shall notify the agricultural electrician in writing 30 days in advance and terminate the labor contract through consultation between the two parties.

6) If the agricultural electrician proposes to terminate the labor contract or the labor contract expires, he shall write a written application, fill in the Labor Contract Termination Registration Form with the consent of the county company, and report it to the personnel and labor department of the * * power supply company for review and filing.

7), such as due to the unit's own business reasons or the age of agricultural electrician (male 50 years old, female 45 years old), the dismissal of agricultural power hours should be handled according to regulations.

8) Dismissed agroelectricians should be given economic compensation, in accordance with the Measures for Economic Compensation for Violation and Termination of Labor Contracts promulgated by People's Republic of China (PRC) and the Ministry of Labor 1994 on February 3rd.

Four, agricultural electrician wages, inspection and assessment

1, agricultural electrician salary payment

1), agricultural electricians implement a monthly salary system, including basic salary and performance appraisal salary.

2) The basic salary is determined by the county company according to the relevant regulations of the provincial electric power company, but it cannot be lower than the local minimum wage standard.

3) The county company shall pay the necessary insurance for the hired agroelectricians according to the relevant provisions of the Labor Law.

2. Inspection and evaluation

The inspection and assessment of agricultural electricians shall be formulated by the county (city, district) company with reference to the assessment rules. See Annex I for details of the assessment.

Five, agricultural electrician post adjustment

1. When agroelectricians need to adjust their posts, each power supply station will put forward an adjustment plan and submit it to the labor and personnel department of the county company for approval.

2. Personnel adjustment must compete for posts.
