We used to be a poor county in central Jiangsu. However, it has developed well in recent years, and this system stopped when it was extended to county-level cities.

Conditions for withdrawing a county and setting up a city

I. Criteria for establishing county-level cities

2. The county's industrial output value above the township level is not less than 80% of the total industrial and agricultural output value, not less than1500 million yuan (all economic indicators are based on 1990 inconvenient price, calculated on an annual basis, the same below), the gross domestic product is not less than1000 million yuan, and the output value of the tertiary industry accounts for more than 20% of the gross domestic product, and

3. The urban public * * * infrastructure is relatively perfect, in which the tap water penetration rate is not less than 65%, the road paving rate is not less than 60%, and there is a good drainage system.

(2) Counties with a population density of 0/00 to 400 people per square kilometer/kloc can be set up as districts if they meet the following indicators:

1. The population engaged in non-agricultural industries in the resident towns of the county people's government is not less than100000, of which the population engaged in non-agricultural industries with non-agricultural hukou is not less than 70000. The population engaged in non-agricultural industries in the total population of the county is not less than 25% and not less than120,000.

2. The county's industrial output value at or above the township level is not less than 70% of the total industrial and agricultural output value and not less than1200 million yuan. The gross domestic product is not less than 800 million yuan, and the output value of the tertiary industry accounts for more than 20% of the gross domestic product; The fiscal revenue per capita in the local budget at the corresponding level is not lower than that in 80 yuan, and the total revenue is not less than 50 million yuan, and it bears certain expenses.

3. Urban public infrastructure is relatively perfect. Among them, the tap water penetration rate is not less than 60%, the road paving rate is not less than 55%, and there is a good drainage system.

(3) A county with a population density of less than 0/00 people per square kilometer/kloc may be set up or removed if it meets the following indicators:

1. The population engaged in non-agricultural industries in the resident towns of the county people's government is not less than 80,000, of which the population engaged in non-agricultural industries in agricultural registered permanent residence is not less than 60,000. The population engaged in non-agricultural industries in the total population of the county is not less than 20% and not less than100000.

2. The county's industrial output value at or above the township level is not less than 60% of the total industrial and agricultural output value and not less than 800 million yuan. The gross domestic product is not less than 600 million yuan, and the output value of the tertiary industry accounts for more than 20% of the gross domestic product; The fiscal revenue per capita in the local budget at this level is not lower than that in 60 yuan, and the total revenue is not less than 40 million yuan, and it undertakes certain tasks.

3. Urban infrastructure is relatively perfect. Among them, the tap water penetration rate is not less than 55%, the road paving rate is not less than 50%, and there is a good drainage system.

(4) If one of the following conditions is met, the conditions may be appropriately relaxed when establishing the market:

1. Resident of Autonomous Prefecture People's Government or Regional (League) Administrative Office.

2. The industrial output value above the township level exceeds 4 billion yuan, the gross domestic product is not less than 2.5 billion yuan, and the fiscal revenue in the local budget exceeds 1 billion yuan, which is more than 50% as explained above. The economy is developed and the layout is reasonable.

4. Places with special political, military and diplomatic needs.

There are many theories about why Hai 'an withdrew from the county to build the city so late and missed the last bus. Others say Rugao is an ancient city. Just now, I mentioned that Rugao is a traditional county town. In ancient times, there were counties to have cities (city walls), and the places called cities generally refer to market towns and markets. If the ancient city wants to set up a city, it is impossible to set up a city without the ancient city, then it will not be the case that all the counties in ancient times were changed into cities, and the ancient performance of counties will not be the opposite of history, so I think it should have nothing to do with history; There is also a saying that Hai 'an wanted to change Suzhong City at first, but the upper level disagreed, and Taizhou was unwilling to change Hailing City. As a result, the opportunity was delayed. Of course, I don't think there is anything wrong with the place name "Hai 'an" or it is very old-fashioned. I just heard this statement and it is not easy to comment. In short, Haian missed a good opportunity to withdraw from the county and build a city.

The reason why the state suspended the work of withdrawing counties and building cities indefinitely in 1997 was related to the fact that many places were eager to withdraw counties and build cities at that time. Many places simply did not have the conditions, and they realized the withdrawal of counties and building cities through various means. It has been suggested that the county, as the most stable administrative division unit in the history of China, should continue to be retained, but if this continues, there will be no county in China. Of course, we will feel wronged because some places do not meet the requirements, but when setting up the market, we will shut out those places that clearly meet the requirements. But it's no use. China has always been like this. If it can't be listed, everyone is willing to withdraw from the county to build a city. I'm afraid no one will be willing to withdraw from the county. Without a one-size-fits-all approach, all standards are false. China people are too clever. At this rate, we will not change the county sooner or later. It seems that some people's fears are justified.

It seems to me that there is nothing to worry about whether there will be a county in China. China has no county, no government, no roads and no states. History is developing and some things will naturally disappear. This is irresistible, but there is nothing to regret. Some people used to worry that there were more towns and no townships. How many towns are there around Hai 'an now? Counties have existed stably in China for more than two thousand years. Some people think that they should try their best to keep the county as a department. These people just ignore an important fact. China has been an agricultural society for two thousand years, with farmers accounting for the majority. Now China has entered the stage of high-speed industrialization and urbanization. The urbanization rate in the future may reach 80% or even higher. Developed countries and even many underdeveloped countries have reached this stage. China has a high population density, which gives more people reason to live in cities. It has been suggested that a city should be set up in blocks, and a small block should be set up as a city that is undergoing urbanization. This is the way China used to operate. If this is the case, a city will be set up around Hai 'an Town, and counties will be reserved in other places, not to mention adding a county-level unit out of thin air to increase the number of people eating. It is unreasonable to say that a Haian county is divided into two, so it does not mean that we Haian rural people are not Haian people. There are inevitable factors for a county to become the most stable administrative unit in China. Most China people's sense of identity with their hometown is also established at the county level. The whole county set up a city, maintaining the stability of the county, but changing the place name. This is the best respect for the historical inheritance of the county.

In my opinion, there is no need to dwell on the problem that China has counties but no counties. When urbanization develops to a certain extent, the disappearance of counties is reasonable. At present, the level of urbanization in China is greatly underestimated. The biggest problem is that migrant workers are called migrant workers. The number of these people is large, but their status is still farmers. In most countries, these people undoubtedly belong to urban residents. In addition, there are many differences between China's rules and international practices in the statistical standards of urban population and rural population, so I won't discuss them in detail here. It is conservatively estimated that China's urbanization rate has exceeded 50%, while places like Jiangsu should be higher (migrant workers should be included in the local urban population). As far as Hai 'an is concerned, the official data is not low, but at our age, even the previous generation, how many people have been farming in rural areas all the year round? The home in the countryside is actually just a place for vacation.

The trend of urbanization is unstoppable. I think the country should liberalize the establishment of county-level cities or even prefecture-level cities. When a county develops to a certain extent and urbanization accounts for a certain proportion, it can set up a city. The quota is unlimited. When a county-level city develops to a certain scale, it will naturally be upgraded to a prefecture-level city, which is easy to manage. As for whether prefecture-level cities should govern counties, it is not discussed here.

To sum up: at present, we should not stop withdrawing counties and build cities across the board, but should make clear the standards, and if there are standards, there are goals. Of course, once this standard is formulated, as long as half of the existing county-level cities can meet the standard, I think our Hai 'an will exceed the standard.

Therefore, there is still hope for Haian to withdraw from the county and build the city. We found that this matter is reasonable, and reasonable things will be accepted sooner or later, and the country has never said that it will never withdraw counties and build cities in the future. On September 1 1, 2004, Dai Junliang, Director of the Administration Department of the Ministry of Civil Affairs, visited Hai 'an County. I don't know the main purpose of his trip, but Zhang Xinmin, who accompanied him, "praised the people of Hai 'an for adhering to the strategy of enriching the people and strengthening the county for many years under the correct leadership of the county party committee and government, and their spirit was precious. Various economic and social undertakings in the county have shown a good momentum of vigorous development, creating better conditions for the withdrawal of counties and the establishment of cities allowed by national policies. "This shows that someone present at that time must have mentioned the topic of withdrawing the county to build the city, indicating that the leaders of Haian still attach great importance to this issue. Everyone thinks that it is a matter of time before the policy is loosened.

Let's say something beside the point. Obviously, the removal of county from Hai 'an to build a city is not only beautiful for the leaders and people of Hai 'an, but also more convincing in attracting investment. At present, the political division in China has a considerable impact on economic development. Some people think that it is too idealistic to discuss administrative divisions and economic issues separately, which is a bad thing. In administrative division, Jiangsu has always been more conservative than Guangdong. In the 1980s, some counties in Guangdong were upgraded to prefecture-level cities, such as Dongguan. So far, the resident population is the size of a big county, but the economic scale can only be compared with Kunshan, Jiangyin and Zhangjiagang in Jiangsu. If it is not upgraded to a prefecture-level city, Dongguan will be another Kunshan at best.
