Provisions of Ji 'nan Municipality on the Administration of Urban Construction Archives

Article 1 In order to strengthen the management of urban construction archives and give full play to the role of urban construction archives in urban planning, construction and management, these Provisions are formulated in accordance with the Archives Law of the People's Republic of China and the Regulations of the State Council on Quality Management of Construction Projects, and in combination with the actual situation of this Municipality. Article 2 The term "urban construction archives" as mentioned in these Provisions refers to the documents and materials of various carriers, such as words, charts, pictures, audio-visual and so on, which are directly formed in urban planning, construction and management and are of preservation value to the country and society. Article 3 These Provisions shall apply to the submission, receipt, collection, storage, utilization and management of urban construction archives within the administrative area of this Municipality. Fourth city, county (city) people's government should strengthen the leadership of urban construction archives work, and incorporate the construction of urban construction archives into the urban construction and development plan. Fifth municipal construction administrative departments responsible for the unified management of urban construction archives; County (city) construction administrative department is responsible for the management of urban construction archives within its jurisdiction.

The Municipal Urban Construction Archives is responsible for the reception, collection, storage and utilization of urban construction archives in this city and archives of key construction projects above the municipal level outside the city, and the county (city) Urban Construction Archives is responsible for the reception, collection, storage and utilization of urban construction archives in this area.

the municipal and county (city) archives administration departments shall strengthen supervision and guidance on the management of urban construction archives within their respective jurisdictions. Article 6 The municipal, county (city) urban construction archives are responsible for receiving the following urban construction archives:

(1) Archives of various urban construction projects:

1. Archives of industrial and civil construction projects, including those of industrial and mining enterprises, offices and commercial buildings, schools, hospitals, cultural and sports venues, residential quarters and residential buildings with more than seven floors in urban areas and more than five floors in other areas;

2. municipal infrastructure engineering archives, including roads, drainage, bridges and culverts, tunnels, water purification plants, urban lighting, pumping stations, large parking lots and other engineering archives;

3. Archives of public infrastructure projects, including water supply, gas supply, heat supply, power supply, communication, radio and television projects;

4. Traffic infrastructure engineering files, including railway passenger stations, railway transport marshalling stations, railway freight stations, coach passenger stations, airports, docks and other engineering files;

5. Archives of landscaping and scenic spot construction projects, including famous springs, parks, green spaces, nurseries, memorial buildings, former residences of celebrities, historical sites, ancient buildings and representative urban sculptures;

6. city appearance and environmental sanitation facilities construction project files, including waste disposal sites, large-scale waste transfer stations, public toilets and other project files;

7. Archives of urban flood control, earthquake resistance, environmental protection and civil air defense projects;

8. Archives of public facilities and public construction projects in towns;

9. in the military engineering archives, except for the military restricted zone and the military administrative zone, the underground pipelines passing through the urban area and the location map of related concealed works.

(2) business management and technical files formed by the professional management departments of urban construction, such as urban planning, surveying, urban management, public utilities, construction management, landscape architecture and environmental sanitation.

(3) documents related to the principles, policies, regulations and plans of urban planning, construction and management, achievements in scientific research and basic information on urban history, nature and economy. Article 7 The construction project files specified in the first paragraph of Article 6 of these Provisions shall be compiled by the construction unit in conjunction with the survey, design, construction and supervision units, and submitted to the relevant urban construction archives in accordance with the provisions of the second paragraph of Article 5 of these Provisions within three months after the completion of the project.

the business management and technical files specified in the second paragraph of Article 6 of these Provisions shall be handed over to the relevant urban construction archives according to the second paragraph of Article 5 of these Provisions after being kept and used by this unit for one to five years.

the basic data specified in item 3 of Article 6 of these Provisions shall be collected by the urban construction archives of the city and county (city). Eighth to the city and county (city) urban construction archives submitted and handed over shall be the original or original microfilm, and conform to the national archives quality standards. Article 9 the following provisions shall be observed when compiling and submitting construction project files:

(1) The construction project files are complete, including planning documents, construction documents, construction technical data, as-built drawings and as-built survey data, as-built acceptance data and audio-visual data.

(2) The construction project files must be compiled synchronously according to the completed entity during the construction process, and shall not be drawn up after the project is completed.

(3) The archives of concealed works shall be accompanied by pictures or videos of important parts. Before the pipeline project is covered with soil, the construction unit shall entrust a unit with surveying and mapping qualification to carry out the completion survey.

(4) The unified coordinate system and the measured data of elevation system shall be used to draw the project completion map. The project completion drawing is consistent with the project entity and stamped with the completion stamp.

(5) The construction project archives shall be complete, accurate and systematic, with clear handwriting, neat drawings, excellent paper quality, uniform specifications and the signature of the technical director of the compiling unit. Article 1 Units that build, expand or rebuild underground pipeline projects shall revise and supplement their professional underground pipeline maps, and submit the revised and supplemented underground pipeline maps to the relevant urban construction archives in accordance with the provisions of the second paragraph of Article 5 of these Provisions within three months after the completion of the project, and the city and county (city) urban construction archives shall synthesize, revise and supplement the general underground pipeline maps.
