Article 3 The administrative department of human resources and social security of the State Council is responsible for the comprehensive management of online recruitment services nationwide.

the relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, administer online recruitment services according to law. Article 4 To engage in online recruitment services, one should follow the principles of legality, fairness, honesty and credibility, fulfill the obligations of network security and information protection, assume the responsibility of service quality, and accept the supervision of the government and society. Article 5 Where an operating human resources service institution engaged in online recruitment services provides public welfare human resources services, it shall provide subsidies in accordance with regulations or provide support through the government's purchase of services. Article 6 The administrative department of human resources and social security shall strengthen the standardization of online recruitment services, and support enterprises, research institutions, universities and industry associations to participate in the formulation of national standards and industry standards for online recruitment services. Article 7 The human resources service industry association shall, in accordance with the provisions of laws, administrative regulations, rules and their articles of association, strengthen the self-discipline of the online recruitment service industry, promote the integrity construction of the industry, and promote fair competition in the industry. Chapter II Access to Online Recruitment Services Article 8 To engage in online recruitment services, one shall meet the requirements stipulated by laws and administrative regulations such as employment promotion, human resources market management, telecommunications and Internet management. Ninth operating human resources service institutions engaged in online recruitment services shall obtain human resources service licenses according to law. Involving the operation of telecommunications business, it shall also obtain a telecommunications business license according to law. Article 1 The administrative department of human resources and social security shall indicate "developing online recruitment services" in the service scope of operational human resources service institutions engaged in online recruitment services. Article 11 Online recruitment services include the following services:

(1) Introducing employers to workers;

(2) recommending workers for the employer;

(3) hold online job fairs;

(4) developing the search service for senior talents;

(5) Other online job hunting and recruitment services. Article 12 Where an operating human resources service institution engaged in online recruitment service changes its name, domicile, legal representative or terminates online recruitment service, it shall report in writing to the administrative department of human resources and social security within 15 days from the date when the registration of change or cancellation of registration of market participants is completed, and handle the change and cancellation of human resources service license. Article 13 An operating human resources service institution engaged in online recruitment service shall, in accordance with the law, continuously publicize the business license, human resources service license and other information, or the link identification of the above information in a prominent position on its website, mobile Internet application and other home pages.

if the information specified in the preceding paragraph changes, the operating human resources service institutions engaged in online recruitment services shall update the public information in a timely manner.

if an operating human resources service institution engaged in online recruitment service terminates its online recruitment service by itself, it shall continuously publicize relevant information in a prominent position on the homepage 3 days in advance. Article 14 The administrative department of human resources and social security shall promptly announce to the public the list of operating human resources service institutions engaged in online recruitment services and their changes and cancellations. Chapter III Standards for Online Recruitment Services Article 15 The online recruitment information provided by an employer to a human resources service institution, such as the basic information of the unit, the number of recruits, recruitment conditions, employment types, work contents, working conditions, work place, basic labor remuneration, etc., shall be legal and true, and shall not contain discriminatory contents in terms of nationality, race, gender, religious beliefs, etc.

Article 16 A laborer who applies for a job online through a human resources service institution shall truthfully provide his basic information, knowledge, skills and work experience related to the position he is applying for. Seventeenth human resources service institutions engaged in online recruitment services should establish a complete network recruitment information management system, and review the authenticity and legality of the materials provided by the employer according to law. The contents of the review shall include the following aspects:

(1) the recruitment brochure of the employer;

(2) the business license of the employing unit or the documents approved by the relevant departments;

(3) the identity certificate of the person handling the recruitment information release and the entrustment certificate of the employer.

if an employer intends to recruit foreigners, it shall meet the relevant requirements of the regulations on the administration of employment of foreigners in China.
