In order to further deepen the reform of medical and health system, strengthen the construction of health talents in our county, and alleviate the shortage of senior talents, according to the Implementation Opinions on Deepening the Reform of Talent Development Mechanism and Accelerating the Priority Development of Talents in Liuzhou City (Liu [2017]12) and the Implementation Measures for Open Recruitment of Public Institutions in Guangxi Zhuang Autonomous Region (Guirenshefa [2012)

First, the basic conditions for talent introduction

(a) with China nationality, and at least 65438 08 years of age;

(2) Abiding by the Constitution and laws;

(3) Having good conduct;

(4) Having the qualifications suitable for the position to be applied for;

(5) Physical conditions that meet the requirements of the post;

(6) Born between18 and 45 (including1July 25th, 973 and July 24th, 200 1 year);

(7) Persons under any of the following circumstances shall not apply for the examination:

1. On-the-job staff of government agencies and institutions in Liucheng County;

2. Military personnel;

3. Persons who have been criminally punished for crimes and those who have been expelled from public office;

4. Being put on file for review;

5. Civil servants who have been dismissed for less than 5 years (including the staff of the civil service law management unit, the same below); Civil servants whose probation period is less than 5 years cancel their employment; Staff of public institutions who have resigned for less than 5 years;

6. Persons who are found to have serious violations of recruitment or recruitment discipline such as fraud in the recruitment of civil servants or institutions at all levels;

7. Persons under other circumstances who are staff members of public institutions shall not be employed according to the law.

Third, the talent introduction procedure.

(1) Registration method

(2) Qualification examination

According to the materials and job requirements submitted by the candidates, the recruitment unit shall examine the qualifications of the candidates. Those who do not meet the qualification conditions are not allowed to enter the examination. Qualification examination runs through the whole recruitment process. If the qualifications are inconsistent and fraudulent, once found, the employment qualification will be cancelled.

(3) Evaluation

The assessment work is organized and implemented by the Liucheng County Human Resources and Social Security Bureau and the competent department of the recruiting unit, and all applicants who meet the post conditions are assessed. The assessment focuses on ideological and political quality, moral cultivation, professional ability, law-abiding, job matching and so on. And examine the qualifications of applicants.

(4) Physical examination

According to the assessment results, the physical examination candidates are determined according to the ratio of 1: 1, and the physical examination standards are implemented with reference to the revised General Standard for Physical Examination of Civil Servants (Trial) and Manual for Physical Examination of Civil Servants (Trial). The medical examination fee is paid by the candidate himself. If the medical examination is unqualified, the medical examination object can be replenished according to the procedure.

(5) Publicity and employment of personnel

1. According to the results of examination and physical examination, the candidates to be hired are selected and publicized on the website of Liuzhou Human Resources and Social Security Bureau and the portal of Liucheng County People's Government with the consent of the recruiting unit and its competent department. The publicity period is generally 7 working days.

2. If there is no objection after publicity or the objection does not affect the employment after verification, it shall be reported to Liuzhou Human Resources and Social Security Bureau for examination and approval, and the employment formalities shall be handled. Reflect the problems affecting employment and find evidence, and will not be hired; If the problems reflected at the moment are difficult to verify, it is necessary to verify and make a conclusion before deciding whether to hire.

3. The recruiting unit and the employed personnel signed the Employment Contract of Public Institutions and the Agreement on Introducing Talents in Liucheng County. The applicant has worked for the employer for not less than 5 years.

4. After the proposed employee is publicized, if the applicant voluntarily waives the employment qualification or fails to publicize it, he can fill in the employment object according to the procedure. Applicants should report for work within 15 days after receiving the employment notice. Those who fail to report for work within the time limit shall be deemed to have given up their employment qualifications automatically and will not be reissued.

Fourth, the treatment of talent introduction.

The living allowance for imported talents in Liucheng County is 6.5438+0.5 million yuan, and the living allowance is paid in installments, 30,000 yuan per year and distributed in five years.

Verbs (short for verb) are managed by default.

If the introduced talents leave the company under the length of service, they shall return the living allowance they have enjoyed and the training fees paid by the hospital for providing special training, and pay liquidated damages according to the special training fees that do not exceed the length of service.

Sixth, strict discipline.

(a) strict open recruitment discipline, where one of the following circumstances, must be dealt with severely:

1. Forges or alters certificates or certificates, or obtains the application qualification by other improper means;

2. Recruiting staff instigate or condone others to cheat, or participate in the recruitment assessment process to cheat;

3. The staff of the competent department, the responsible personnel of relevant employing units such as public institutions and so on illegally employ personnel without permission, which affects the openness, fairness and impartiality of recruitment;

4 in violation of other circumstances stipulated in the measures for the implementation of open recruitment of institutions in Guangxi Zhuang Autonomous Region.

(two) illegal recruitment, once verified, the competent department of open recruitment will not be recognized, and the personnel administrative department of the government will not handle the recruitment procedures; The employed personnel shall terminate the employment contract and retire. For staff who violate the discipline of open recruitment, depending on the seriousness of the case, they will be transferred from their posts or given corresponding administrative sanctions; Candidates who violate the open recruitment discipline or do not have the recruitment qualifications, resort to deceit or conceal the real situation will be disqualified.
