90% of the chemical industry is small and medium-sized enterprises, and the phenomenon of "three violations" is serious

At present, there are many chemical enterprises in China, such as Guangwei Chemical Co., Ltd., which was established in 1960s and 1970s. According to the relevant person in charge of the State Administration of Work Safety, on the whole, the overall technical level and foundation of China's chemical industry are not high, which brings pressure and challenges to the safe production of China's chemical industry. It is understood that most of the medium-sized chemical enterprises in China are old enterprises built in the 1960s and 1980s. In some areas, the safety access conditions of chemical projects are low, the layout of chemical enterprises is unreasonable, the production area is far from the market, a large number of dangerous chemicals are transported long distances, and transportation accidents occur frequently. According to statistics, by the end of 2007 10, there were 297 16 enterprises producing hazardous chemicals in China, an increase of 6,575 in just half a year. Many chemical products have overcapacity and poor economic benefits, resulting in insufficient safety investment.

The "three violations" such as illegal command, illegal operation and violation of labor discipline are still important reasons for accidents in chemical and dangerous chemicals production. Judging from several accidents this year, the problems of non-compliance, illegal operation and inadequate safety management are still very prominent. Although some enterprises have formulated safety production rules and regulations, they have not strictly implemented them. There are loopholes in safety management of chemical production enterprises.

"At present, some chemical and hazardous chemicals production enterprises have not implemented the responsibility system for safe production, the safety management mechanism is not perfect, the safety management system is not perfect, and the safety management level is low." Sun Huashan said.

It is understood that there have been more than ten production safety accidents in chemical enterprises this year, many of which are caused by management loopholes. After investigation, the production line was installed and modified without approval, causing an accident. These problems expose the low level of safety management in some chemical and hazardous chemicals production enterprises, which has become an important reason for frequent accidents at present.

In addition, the safety education of small and medium-sized chemical enterprises is not targeted and the quality of safety training is not high. At present, China's chemical enterprises, especially small and medium-sized chemical enterprises, have low staff quality, poor safety awareness and skills, imperfect emergency system, no emergency plan, serious illegal operation, and improper self-help or mutual rescue in distress. This year's "1. 1" hydrogen sulfide poisoning accident in Taiyuan Huayuan Chemical Co., Ltd., Shanxi Province and "1.9" suffocation accident in Chongqing Tesla Chemical Raw Materials Co., Ltd. all have problems such as insufficient understanding of workplace hazards, illegal command and illegal operation. Blind rescue when people are in distress leads to further casualties in the accident.
