After some investigation, Huang waited for an opportunity to come to Funing County, Yunnan Province for smuggling activities. After being introduced, Huang met Zhang who was engaged in freight transportation. Hwang asked Zhang to contact the truck on his behalf, and promised that if pigs were transported from the town on the Sino-Vietnamese border to Funing County, each car would be given 2,000 yuan.

On the evening of June 23rd, after Huang and Ren Ge agreed on the time, place and quantity of smuggling, they sent several hired "Ma Zi" to the border crossing and other places to stay, and also established a WeChat group as a special contact person for reporting. After all the arrangements were made, Zhang and the four truck drivers agreed in advance were ordered to drive their trucks to the Yanjiawan bullring in Funing County. "Brother Ren" sent people from Vietnam to organize pig loading, which was shipped by Zhang and others. After five trucks were loaded with pigs, they sailed from the border to Funing County. The first three trucks were seized by the police of Tian Peng Public Security Border Police Station on the way, while the other two trucks failed to be loaded.

After the case occurred, the Funing County Public Security Bureau planned to investigate the case as an administrative case on the grounds that the total number of live pigs transported each time was not large and the conditions for weighing the live pigs involved were not available. After understanding the case through the case cooperation mechanism with the public security frontier defense department and carefully consulting and verifying the relevant case information, Funing County Procuratorate found that the smuggled pigs involved should belong to the same owner, so it suggested that criminal cases should be placed on file for investigation, and instructed the public security organs to transfer the pigs involved to the nearby Puyang Coal Mine for weighing.

After weighing, the total weight of pigs suspected of smuggling exceeds 7 tons. According to the relevant judicial interpretation of the "two highs", it has reached the criminal filing standard for smuggling goods and articles prohibited from import and export by the state. After further guiding the collection of evidence, the hospital supervised the criminal investigation of public security organs. At present, four suspects, including Huang and Zhang, have been arrested and taken compulsory measures.
