4.4 The Bid Evaluation Committee of this project conducts qualification examination for bidders according to the qualification examination application submitted by the bidders participating in the qualification examination, and according to the qualification examination standards. Only bidders who have passed the qualification examination can participate in the evaluation of commercial targets, and bidders who have not passed the qualification examination are not allowed to participate in the evaluation of commercial targets.

4.5 According to the actual situation of this project, the commercial bid of qualified bidders must meet the requirements of the tender documents, and the winning candidate and the winning bidder shall be determined in the following ways:
