major duty
(a) the implementation of national, provincial and municipal human resources and social security laws, regulations, rules and policies; Formulate the development plans and policies of human resources and social security in the whole region, and organize their implementation, supervision and inspection. Formulate policies and standards for basic pension, unemployment, industrial injury insurance and supplementary insurance, and organize their implementation, and formulate unified measures for the continuation of the relationship between pension, unemployment and industrial injury insurance in the whole region. Formulate retirement policies for government agencies, enterprises and institutions. To organize the formulation of management and supervision systems for basic old-age pension, unemployment, work-related injury insurance and its supplementary insurance funds, and prepare draft proposals on the budget and final accounts of social insurance funds. Draw up the development plan of social insurance socialized management service and organize its implementation. Responsible for the prediction and early warning and information guidance of relevant social insurance funds, formulate response plans, implement prevention and control, and maintain the overall balance of income and expenditure of relevant social insurance funds. Responsible for coordinating and guiding the management of basic pension, unemployment and industrial injury insurance in the whole region. Implement the national insurance plan in conjunction with relevant departments. To carry out the national policies and standards for industrial injury and disability appraisal and assist in the appraisal of labor ability.
(five) overall labor and personnel dispute mediation and arbitration system and labor relations policy, improve the coordination and consultation mechanism of labor relations.
