In order to thoroughly implement the strategy of strengthening the province with talents, provide talent support and intellectual guarantee for scientific development, and promote sound and rapid economic and social development in Shaanxi, our province will continue to implement the "Three Qin Scholars" plan and openly recruit "Three Qin Scholars" distinguished professor and invited experts at home and abroad. The relevant matters are hereby announced as follows:

First, introduce the object.

Focusing on the needs of Shaanxi's economic and social development and the implementation of major projects, the position of "Sanqin Scholar" focuses on information technology, new materials, biotechnology, energy and chemical industry, modern manufacturing, modern agriculture, environmental protection, energy-saving ecological construction, medicine and health, transportation, urban construction, public security, finance, modern service industry and humanities and social sciences. "Scholars of Sanqin" include distinguished professor and distinguished experts, distinguished professor posts are set up in universities, and distinguished experts posts are set up in scientific research institutes and enterprises and institutions. Second, the application conditions

(1) Abide by the laws of People's Republic of China (PRC), have good professional ethics and the spirit of being scientific, realistic, United and cooperative, have a rigorous style of study, and love their jobs and dedication;

(2) He has profound academic attainments, generally holds a doctoral degree and a full-time senior professional title, has presided over major scientific research projects or major construction projects, and has made great achievements recognized by his peers at home and abroad in scientific research and technology development (above the first prize at the provincial and ministerial level or above the second prize at the national level), which has great influence on his discipline, industry and field;

(3) Having strong organizational management ability, having innovative ideas and strategic thinking on discipline construction and work in this field, and being able to lead disciplines and industries to catch up with or maintain the advanced level at home and abroad in their frontier fields;

(4) Being in good health, generally under 50 years old, able to engage in teaching, scientific research, tackling key problems, etc. in the front line, and having the ability and level to guide and cultivate high-level R&D teams;

(five) to ensure that the employment period is more than 9 months per year.

Third, support policies.

(1) During the post setting of "Sanqin Scholar", the province will give each "Sanqin Scholar" 6,543.8+million yuan and its supporting scientific research team 6,543.8+million yuan (regarded as a government bonus), which is exempt from personal income tax.

(2) The number of "Three Qin Scholars" in natural science provided by the post setting unit shall be no less than 200,000 yuan per person, and the number of "Three Qin Scholars" in humanities and social sciences shall be no less than 6.5438+million yuan. In five years, the number of natural science posts shall be no less than 6.5438+0 million yuan, and the post construction shall be no less than 500,000 yuan. Post setting units and relevant departments at the provincial level should give key support from scientific research conditions, scientific research projects and personnel employment.

(3) "Sanqin Scholars" and their teams, during the employment period, develop technological achievements or transform scientific and technological achievements, and obtain relevant property rights benefits in accordance with relevant national laws, regulations and policies.

(four) "Sanqin scholars" and scientific research and technical backbone during the employment period, according to the provisions of the state to enjoy the wages, benefits, insurance and other benefits provided by the post setting unit. Other treatment related to work and life shall be determined by the competent department and the post setting unit according to the actual situation.
