Dalian Software Park, the core project of "Dalian Software Industry Internationalization Demonstration City", is a specialized software park established by Dalian Municipal Government 1998 to promote information construction. With the care and support of leaders and competent departments at the national, provincial and municipal levels, Dalian Software Park was recognized as "National Torch Program Software Industry Base" by the Ministry of Science and Technology, awarded and named as "National Software Industry Base" by the State Planning Commission and the Ministry of Information Industry, and named as "National Software Export Base" by the National Development and Reform Commission, the Ministry of Commerce and the Ministry of Information Industry. It is the only non-provincial capital city in the national industrial base, and was named as "National European and American Software Export Pilot Base" by the Ministry of Science and Technology.

Dalian Software Park provides a good development space for domestic and foreign software enterprises with preferential policies, sufficient talents, multi-channel funds and active market, and has initially formed a specialized industrial pattern such as software development, business process outsourcing, network communication, IT education, information service and software technology research and development. In 2005, Dalian Software Park achieved 8.4 billion yuan in software sales revenue and 270 million US dollars in exports, ranking among the best in the national software industry base.

In recent years, the software and information service industry has developed rapidly around the world and maintained the growth momentum. Moreover, several centralized software and information service outsourcing centers have been formed around the world. With its unique advantages, China is recognized as a new outsourcing center. Dalian has obvious advantages in developing outsourcing business: low cost of human resources and property, and abundant middle and low-level talents; Policies such as enterprise registration are conducive to attracting foreign investment; Outsourcing business to Japan has been carried out smoothly, and the industrial cluster foundation of outsourcing business to Japan has been formed.

With the rapid development of Dalian software industry, the first phase development of Dalian Software Park has been basically completed. In order to further expand the scale of the software industry, the Dalian municipal government officially started the construction of the software industry belt on Lushun South Road in 2003, and the second phase of Dalian Software Park took the lead as the core project. In order to promote the revitalization of the old industrial base in Northeast China and build a "software and information service center in Northeast Asia", the second phase of Dalian Software Park will follow the principle of "specialization, scale and internationalization", focusing on building software development zones, technology research and development zones, information service zones, education and training zones and large-scale enterprise characteristic parks, and building supporting service zones such as public service zones, communication technology service zones, business exhibition zones, high-grade residential zones and coastal leisure parks in accordance with international standards.
