Article 2 Units and individuals engaged in construction projects in the urban area of ??this city (including the high-tech industrial development zone) (hereinafter referred to as the urban area) and the areas under the jurisdiction of Luquan City, Gaocheng City, Zhengding County, and Luancheng County shall abide by these Measures . Article 3 The term “dust pollution at the construction site of construction projects” as mentioned in these Measures refers to the pollution caused to the atmosphere by dust particles produced during the construction of housing construction projects and municipal public infrastructure projects.

House construction projects refer to various types of house buildings and their attachments and their supporting lines, pipelines, equipment installation projects and indoor and outdoor decoration projects.

Municipal public infrastructure projects refer to urban roads, public transportation, water supply, drainage, gas, heat, gardens, sanitation, sewage treatment, garbage disposal, flood control, underground public facilities and Civil engineering, pipeline and equipment installation projects for ancillary facilities.

These Measures shall apply to the prevention and control of dust pollution at construction sites during the reconstruction and expansion of municipal public infrastructure projects and the demolition of buildings and structures. Article 4: The prevention and control of dust pollution at construction sites must adhere to the principles of unified management, scientific standardization, prevention first, and safety and orderliness. Article 5: The municipal environmental protection administrative department shall implement unified supervision and management of the prevention and control of air pollution in this city. The municipal construction administrative department is responsible for the supervision and management of the prevention and control of dust pollution at the construction sites of construction projects in this city, and the Municipal Construction Management Office is responsible for the daily management of the prevention and control of dust pollution at the construction sites of urban construction projects.

Relevant departments such as development and reform, planning, urban management, public security and traffic control, and finance shall, according to their respective responsibilities, do a good job in the prevention and control of dust pollution at the construction site of construction projects.

The people's governments of Luquan City, Gaocheng City, Zhengding County, and Luancheng County should strengthen the leadership of dust pollution prevention and control work at construction project construction sites within their jurisdictions. Article 10 The construction site of the construction project shall comply with the following regulations:

(1) A stable and neat fence must be set up with a fence height of not less than 1.8 meters;

(2) Should Publicize the dust pollution prevention and control plan in a conspicuous location, and the publicity period will be until the end of the project construction, and the publicity content shall be kept clear and complete;

(3) Divide the operation area, living area, and office area according to the general construction layout plan, Stack building materials in categories and set up signs;

(4) On-site mixing operations should be closed; cement, lime powder and other building materials should be stored in warehouses or tightly covered; loose materials such as sand, stone, and earth must be covered ; Materials loaded, unloaded, and moved on site should be covered, enclosed, or sprinkled with water, and should not be thrown or scattered in the air;

(5) Construction waste should be concentrated, classified, and tightly covered, and should be removed in a timely manner; domestic waste must be enclosed Containers must be manufactured and cleaned on a daily basis; no toxic and harmful substances such as melted asphalt or incinerated garbage shall be allowed at the construction site;

(6) Garbage removal should go through relevant procedures in advance or entrust a transport unit with garbage transportation qualifications to carry out the work, and no random transportation is allowed. Unload and dump garbage;

(7) The appearance of the site should be neat and tidy, and the site should be cleared after work is completed. Article 11 In addition to meeting the provisions of Article 10 of these Measures, the construction site of the housing construction project shall also comply with the following provisions:

(1) The height of the fence facing the main road shall not be less than 2.5 meters, and it shall be stable and tidy ;

(2) The outer side of the main body of the construction project shall be closed with a dense-mesh safety net that meets the regulations. The dense-mesh safety net shall be kept neat, firm and undamaged, and throwing waste from the air is strictly prohibited;

(3) Set up entrances and exits reasonably and use concrete to harden them; set up car washing facilities to keep vehicles clean;

(4) The construction area is more than 8,000 square meters (including this amount) or the construction period is 1 year For the above unit projects, the roads and work sites at the construction site shall be hardened with concrete; for unit projects with a construction area of ??less than 8,000 square meters or a construction period of less than 1 year, the construction site may be hardened by paving gravel;
