Regulations of Zhuhai Special Economic Zone on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean and beautiful urban environment, create an ecological home and promote the construction of spiritual civilization, these Regulations are formulated in accordance with the basic principles of relevant state laws and regulations and in light of the actual situation. Article 2 These Regulations shall apply to Zhuhai Special Economic Zone. Article 3 The principles of unified leadership, hierarchical management, public participation and social supervision shall be implemented in the work of city appearance and environmental sanitation. Article 5 The administrative department of construction of the Municipal People's Government (hereinafter referred to as the administrative department of construction) is responsible for the planning, coordination, guidance and supervision of city appearance and environmental sanitation. The district construction department is responsible for the specific management of city appearance and environmental sanitation.

Street offices and town people's governments are responsible for the city appearance and environmental sanitation work within their respective jurisdictions.

City, district urban management administrative law enforcement departments (hereinafter referred to as administrative law enforcement departments) are responsible for the implementation of the administrative punishment of these regulations.

The relevant administrative departments of planning, environmental protection, health, public security, transportation, industry and commerce shall, in accordance with their respective functions and duties, cooperate with the competent construction departments and administrative law enforcement departments to implement these regulations. Article 6 The municipal and district people's governments shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan and organize its implementation. The development plan of city appearance and environmental sanitation shall be compiled by the municipal construction department according to the needs of city development. Seventh levels of construction departments and administrative law enforcement departments, street offices, the town people's government should strengthen the supervision and inspection of the administrative law enforcement activities of their own departments, systems and fields, and establish and improve the internal supervision mechanism and mass supervision mechanism. Article 8 People's governments at all levels, construction departments and other relevant units, as well as news media, should strengthen social morality education and publicity of scientific knowledge of city appearance and environmental sanitation, enhance citizens' awareness of civilization, and improve citizens' public health ethics. Schools should strengthen the education of city appearance and environmental sanitation for students. Article 9 All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to maintain city appearance and environmental sanitation and take good care of public facilities, and have the right to dissuade, report and supervise violations of these Regulations. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 10 The requirements for the area of responsibility for city appearance and environmental sanitation are:

(a) to keep the city clean and tidy, and shall not set up stalls, set up, post, scribble, depict, hang and pile up without authorization;

(two) to keep the environment clean and tidy, no exposed garbage, feces, sewage, no stains, no muck, no breeding grounds for mosquitoes and flies, and no illegal raising of livestock;

(three) set up environmental sanitation facilities in accordance with the regulations, and keep them clean and in good condition;

(4) Take measures to organize the killing of rats, mosquitoes, flies and cockroaches. Eleventh city appearance and environmental sanitation responsibility area responsible person is determined in accordance with the following provisions:

(a) the residential area entrusted with property management is responsible for the entrusted property manager, and the residential area and street without entrusted property management is responsible for the neighborhood Committee;

(two) tourist attractions, tourist attractions, commercial outlets, storage areas, bonded areas, science and technology industrial parks, ports, airports, stations, docks, cultural stadiums (gymnasiums) and parks and other places, by the business management unit;

(3) the unit is responsible for organs, organizations, schools, troops, enterprises and institutions;

(four) commodity markets, individual shops, stalls and other business units are responsible by the operators;

(five) the construction site and unfinished residential areas, roads, municipal public facilities by the construction unit is responsible for.

The boundary of the area of responsibility listed in the preceding paragraph is bounded by the red line of land use (except the primary and secondary roads in the red line).

In areas with unclear responsibilities in accordance with the provisions of the preceding paragraph, the responsible person shall be determined by the competent department of district construction. Twelfth city appearance and environmental sanitation responsibility area of the specific scope and specific responsibilities, by the district construction department to inform the responsible person in writing. District construction departments can take warning, informed criticism and other ways to urge those responsible to fulfill their responsibilities. The responsible person shall do a good job in the city appearance and environmental sanitation in the responsible area. If the responsible person fails to perform the cleaning responsibility in the responsible area or the cleaning quality does not meet the specific requirements of the responsibility system, the administrative law enforcement department shall order it to make corrections and impose a fine of more than 5,000 yuan in 500 yuan. Chapter III City Appearance Management Article 13 The municipal construction administrative department shall, jointly with relevant departments and according to the actual situation, organize the preparation of professional plans for city appearance and environmental sanitation, formulate standards for city appearance and environmental sanitation, and implement them after being approved by the Municipal People's Government.

City appearance standards should include the requirements of architectural landscape, public facilities, environmental sanitation, landscaping, outdoor advertising and signs and other outdoor facilities and public places. Article 14 Urban road pavements and their ancillary facilities shall be kept intact. When damaged, the municipal and district construction departments shall promptly organize repairs within their jurisdiction. Article 15 Where various manhole covers and ditch covers on urban roads are damaged, displaced or lost, the management unit shall set up warning signs and replace, align or displace them within 8 hours after finding the problems (the road under construction shall be the responsibility of the construction unit); Failing to replace, replace or relocate in time, the administrative law enforcement department shall order it to make corrections.
