In order to implement the spirit of the 17th National Congress of the Communist Party of China and the central government's decision on some major issues concerning the construction of a harmonious socialist society, strive to create a social work talent team with reasonable structure and excellent quality, and initially establish a social work system with Shenzhen characteristics, we hereby put forward the following opinions on strengthening the construction of social work talent team and promoting the development of social work in Shenzhen.

First, it is an overall strategic task to strengthen the construction of social work talents and promote the development of social work.

1. Building a harmonious Shenzhen benefits Shenzhen, and it is urgent to strengthen the construction of social work talents and promote the development of social work.

Social work is a professional activity that comprehensively uses professional knowledge, skills and methods to provide professional social services for individuals, families, groups and organizations in need, prevent and solve social problems, restore and develop social functions, and promote social justice and harmony. With the development of economy and society, we also encountered various contradictions and problems earlier, which were obviously restricted by "four unsustainable" factors such as land, resources, population and environment, and faced with "four severe challenges" in social security, urban management, population management and social undertakings construction. To solve these problems, we should not only comprehensively use administrative, economic and legal means, but also strengthen the construction of social work talents, promote the development of social work, prevent and solve social problems, maintain social stability, promote social equity and promote social harmony.

Social work talents are an important part of Shenzhen talent team. Adhering to the principle of the Party managing talents and building a team of social work talents with professional knowledge and skills is an important measure to build a harmonious Shenzhen and fully implement the strategy of strengthening the city with talents. Second, promote the professionalization and specialization of social work talents.

3. Establish an evaluation system for the professional level of social workers.

For those who have worked in established social work posts but have not yet obtained the professional level certificate of social workers, they will be trained in stages, batches and layers, so that they can update their professional knowledge, improve their professional level and improve their service ability within a certain period of time, obtain the professional level certificate through the professional level examination of assistant social workers and social workers, register as required, and gradually take up their posts with certificates. Establish the management and service system of social non-governmental organizations, implement the service quality system certification of social non-governmental organizations, and ensure their healthy and sustainable development. Social work, personnel, labor and social security departments should promote non-governmental organizations to establish and improve personnel, welfare and security systems for employees, strengthen personnel training, and attract more outstanding talents to work in non-governmental organizations. Build a "non-governmental organization incubation base" and give priority to meeting the needs of social non-governmental organizations that meet the incubation conditions.

12. Strengthen the supervision and management of social non-governmental organizations.

Social non-governmental organizations should adhere to the correct political direction, conscientiously implement the party's line, principles and policies, strictly abide by national laws and regulations, strengthen their own party building, and give play to the core role of party organizations. In accordance with the relevant management requirements and articles of association, improve the internal governance structure, strengthen capacity building, and strictly self-discipline. Social work management departments, competent business units and non-governmental organization registration management organs should strengthen regular management and supervision according to law, and seriously investigate and deal with illegal acts such as social welfare non-governmental organizations that violate their purposes and operate beyond the scope.
