However, the phenomenon of winning the bid at a low price in engineering supervision is not only caused by the construction units and institutions not implementing the supervision fee standard and arbitrarily lowering the supervision fee, but also caused by the industry itself.

Previously, due to the low threshold of registration and operation of supervision enterprises and relatively rich profits, the scale of supervision enterprises once developed rapidly. Faced with the decrease of government investment projects and the decline of real estate, supervision enterprises sacrifice bottomless profit rate to lower prices in order to compete for market share, which eventually leads to vicious competition in low-price bidding.

The most important thing is that supervision enterprises should adjust their management methods and actively reverse their development difficulties.
