1, cabbage price! The supervision fee is as low as 20% to 30%.

According to the Proposal on Not Participating in the Bidding (Supervision) of the First Phase Project of zhouning county Stainless Steel Deep Processing Industrial Park, the construction and installation cost of this project is 1. 1.37 million yuan, and the supervision service period in the construction stage is 1.80 days, while the supervision service fee is only 550,000 yuan, which still fails to meet the Service Fee of Fujian Construction Engineering Supervision Industry.

Such a low price is really difficult to guarantee the quality of supervision service: supervision enterprises can only reduce their work level and service standards, and supervisors cannot make full use of quality, schedule and cost control management methods, and it is difficult to perform their duties of improving project quality and construction level. Supervision work will inevitably become a form or decoration, and even lay a major safety hazard for future project quality supervision.

Such a low price will also seriously disrupt the supervision price market: when an enterprise wins the bid because of lowering the bidding price, similar enterprises will often launch similar and more severe coping strategies, which will lead to a wider range of repeated games, lead to product prices deviating from the normal track and disrupt the price order of the supervision market. At that time, it will be difficult for the price mechanism to play the role of market regulation in active competition and resource allocation.

In the long run, due to the meager income of supervisors, the loss of files is serious; Due to the loss of profits, supervision enterprises are unable to update technical equipment and introduce high-quality talents, not to mention investing human and material resources in research and development and promoting innovation, and their development potential is insufficient; Due to the failure of the price mechanism in the supervision market, the competition mechanism will also fail.

2. Why does the project supervisor frequently play the "special price" card?

In fact, since the cancellation of the government guidance price, most bidders tend to choose the supervision unit by winning the bid at a low price for cost reasons. The tendering agency also catered to the tenderer's ideas and formulated the bidding documents with extremely low supervision service fees. The association pointed out that the supervision enterprises in Fujian do not participate in the bidding, which is aimed at these low-cost bidding documents.

However, the phenomenon of winning the bid at a low price in engineering supervision is not only caused by the construction units and institutions not implementing the supervision fee standard and arbitrarily lowering the supervision fee, but also caused by the industry itself.

Previously, due to the low threshold of registration and operation of supervision enterprises and relatively rich profits, the scale of supervision enterprises once developed rapidly. Statistical Bulletin of Construction Engineering Supervision shows that there are hundreds or even hundreds of supervision enterprises in most provinces today. Faced with the decrease of government investment projects and the decline of real estate, supervision enterprises sacrifice bottomless profit rate to lower prices in order to compete for market share, which eventually leads to vicious competition in low-price bidding.

In addition, the irregular phenomenon of winning the bid at a low price first and then failing to equip supervisors, equipment and facilities according to the specified standards and contract requirements also occurs frequently. This takes advantage of the lack of supervision and inspection by the competent authorities in terms of the arrival of supervisors and the performance of supervision work, which further aggravates the vicious circle of poor supervision effect and inadequate service.

3. Winning the bid at a low price should be changed.

Previously, the association voiced that the supervision fee for the construction project of Sanming Yong 'an General Hospital was raised from 2.72 million yuan to 6144,800 yuan, but it was still lower than the corresponding fee standard of 9.8 million yuan. It is not a long-term solution for public opinion to force the project supervision fee to rise.

First of all, the competent authorities should strengthen external constraints and safeguard the basic profits of supervision enterprises. For example, the Opinions on Strengthening Quality and Safety Supervision of Construction Sites, which was implemented in Suzhou since March 1, requires the construction unit to input the basic information of supervision contract into the real-name management system, and the supervision fee is not lower than the industry market information price released by Suzhou project cost information.

Secondly, trade associations should do a good job of self-discipline, actively declare projects with low supervision fees to relevant departments, and remind supervision enterprises to calculate the actual work cost of projects from the perspective of ensuring the manpower, financial resources and material resources needed to perform quality, safety and supervision duties according to law, and must not respond to the tender with quotations below the cost, and must not participate in the tender with quotations below the cost.

The most important thing is that supervision enterprises should adjust their management methods and actively reverse their development difficulties. On the one hand, supervision enterprises should overcome the current business challenges by strengthening internal control management, optimizing market reputation, adjusting talent structure and expanding service content; On the other hand, supervision enterprises should improve the quality of supervisors, optimize supervision mechanism and cultivate comprehensive work strength in order to seek longer-term development. As the association called for in the proposal, only by keeping the bottom line of the industry and insisting on providing standardized and high-quality supervision and related services can the supervision enterprises usher in long-term development.

In addition, the supervision department can also introduce a third party to strengthen the performance supervision of the project supervision, such as exploring the establishment of the performance bond and claim system of the project supervision, and promoting the performance guarantee insurance of the construction project supervision to ensure the construction project supervision to fulfill its supervision obligations.

In the final analysis, the cancellation of government guidance price is to release the vitality of supervision market, not to lower the bottom line of supervision fee. Therefore, while giving full play to the decisive role of the market in resource allocation, we should also use the "tangible hand" to assist the "invisible hand" to combat the low-price competition of "starving peers, exhausting ourselves and killing owners" and maintain the orderly competition in the supervision market.
