It is the nature of enterprises to pursue profits. After all, operating operations can make money faster than developing nuclear power technology, with low risk and stable returns. The technology you develop may not be adopted by the country. This is very complicated and difficult to explain clearly, and involves too many interests of all parties. If they are not separated, operations-focused companies will not be ruthless in R&D. Moreover, nuclear power operation qualifications should be opened to the five major power generation groups. China National Nuclear Corporation and China Guangdong Nuclear Power Co., Ltd. have spun off two nuclear power technology design providers respectively, plus the State Nuclear Technology Corporation and one to three.
