According to the Regulations on Personnel Management of Institutions (Order No.652 of the State Council of the People's Republic of China), the Measures for Open Recruitment of Institutions in Hunan Province (Xiang Ren She Fa [2065 438] 1No.) and the Announcement on Open Recruitment of Staff in Some Institutions Directly under Huaihua City in 2023, Huaihua Education Bureau plans to openly recruit staff of institutions directly under Huaihua City for the society.

The relevant matters are hereby notified as follows:

I. Organizational leadership

The recruitment work is carried out under the guidance and supervision of Huaihua Human Resources and Social Security Bureau.

Huaihua Municipal Education Bureau set up a leading group for the open recruitment of teachers in municipal public schools in 2023, and the office of the leading group has the Personnel Department of the Municipal Education Bureau, which is specifically responsible for the organization, implementation and coordination of recruitment.

The discipline inspection and supervision team of Huaihua Municipal Commission for Discipline Inspection and Supervision in the Municipal Education Bureau participated in the whole process of supervision.

Second, the recruitment principle

(1) Adhere to the employment standard of having both ability and political integrity and putting morality first;

(two) adhere to the principles of openness, equality, competition and merit;

(three) adhere to the needs of work, people and positions, pay attention to the combination of comprehensive ability and professional knowledge.

Third, the recruitment conditions

(1) Having China nationality;

(2) Abide by the Constitution and laws of People's Republic of China (PRC);

(3) Having good conduct and professional ethics;

(four) have the professional or technical conditions required for the post, and the professional required for the post shall be implemented with reference to the Catalogue of Career Guidance for Civil Servants in Hunan Province in 2023;

(5) Physical conditions that meet the requirements of the post;

(6) Other conditions:

5. The college graduates required by this announcement include college graduates in 2023 and college graduates who did not implement their work units during the employment period of 20021and 2022.

College graduates who have not implemented their work units during the employment period refer to graduates who have not implemented their work units when they leave school and during the employment period stipulated by the state, and whose household registration, files and organizational relations remain in the original graduate school, or stay in graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service institutions at all levels and public employment service institutions at all levels.

6. Persons under any of the following circumstances shall not participate in the registration:

(1) Persons who have received criminal punishment for crimes;

(2) Persons who have not been expelled from the Party;

(3) Persons who are under judicial investigation for suspected crimes and have not yet reached a conclusion;

(4) Persons who have been recorded in the integrity files of open recruitment candidates of public institutions due to violation of the Provisions on Handling Violations of Discipline in Open Recruitment of Public Institutions, and whose recording period has not expired;

(5) Persons with a history of drug abuse;

(6) Persons who are listed as joint disciplinary targets for dishonesty according to law;

(seven) at public expense to train normal students and special post teachers who have not completed their posts;

(eight) according to the law, it is not allowed to employ other personnel who belong to the staff of public institutions.

After investigation, anyone who conceals the above situation will be disqualified from the examination and employment.

2. Materials required for registration

3. Relevant requirements

Candidates' academic qualifications (degrees) must be recognized by the state.

The qualifications of students studying abroad shall be certified by the relevant departments of the Ministry of Education.

(3) Examination

1. Examination proportion

In principle, it is determined according to the ratio of the number of qualified people in the preliminary qualification examination to the number of people in the recruitment position plan of not less than 3: 1.

After the recruitment leading group studies and reports to the relevant departments for approval, the examination proportion can be reduced or the post recruitment plan can be cancelled.

2. Examination methods

Recruitment takes the form of comprehensive quality evaluation and interview.

① Comprehensive quality evaluation adopts 100 scoring system.

The comprehensive quality evaluation score accounts for 30% of the total score.

(2) According to the ranking of comprehensive quality evaluation results, the interview candidates are determined according to the ratio of 1:3, and those with the same comprehensive quality evaluation results will enter the interview together.

③ The content of teachers' post interview is fragment teaching.

Job interviews for student identity administrators, accounting, health technology, special education rehabilitation and life support teachers are structured interviews.

Interview 100, and the interview score accounts for 70% of the total score.

(4) Total score = comprehensive quality evaluation score ×30%+ interview score ×70%.

The result of each link is rounded to the nearest two decimal places.

Set the minimum score control line for the interview. If the interview score is less than 60 points (calculated according to the original score before conversion 100), it will not be hired.

4. Interview time and place arrangement

(4) Physical examination and investigation

The physical examination shall be carried out according to the civil service employment standards (including drug testing).

(5) Publicity

According to the total score, physical examination and inspection results, the candidates to be hired are determined through collective research by the open recruitment leading group and reported to Huaihua Human Resources and Social Security Bureau for review.

The list of qualified candidates will be published in Huaihua Personnel Examination Network and official website of Huaihua Education Bureau for 7 working days.

If there is no objection at the expiration of the publicity period, it will be studied by the Party Committee of Huaihua Education Bureau and arranged to the corresponding municipal schools as a whole.

(6) Employment and treatment

If there is no objection after publicity, go through the recruitment procedures, sign an employment contract, and implement a probation period, which is included in the employment contract period.

After the probation period expires, those who pass the examination will be formally hired; Unqualified, cancel the employment.

The service life of this open recruitment is set, and the minimum service life is 5 years.

(7) Other matters.

1. Candidates must keep the communication tools of contact information open at any time after registration to ensure that the recruitment leading group can contact in time.

If there is any change in the communication mode of candidates, please inform the recruiting unit in time, otherwise it will be deemed as automatic abandonment.

2. This open recruitment examination does not specify an examination counseling book, nor does it hold or entrust any institution to hold an examination counseling training class.

3. The Municipal Education Bureau signed a letter of intent for graduate employment with the pre-employed 2023 graduates.

After obtaining graduation certificate, degree certificate and teacher qualification certificate, the contract personnel shall undergo physical examination according to the unified arrangement of Huaihua Education Bureau.
