Introduction policy:

1. Units that set up national and provincial postdoctoral research centers in Yuhang District (hereinafter referred to as station-setting units);

2. With the approval of the National Postdoctoral Management Committee, the station personnel who entered the post-doctoral workstation in Yuhang District to engage in scientific research activities after 2022 (inclusive) 1;

3.65438+postdoctoral staff who leave the station after 2022 1 October 1, and stay in Yuhang (come to Yuhang) to work (start a business) within1year after leaving the station, among whom those who engage in postdoctoral research outside the country (territory) need to engage in postdoctoral research for more than 2 years.

I. Types and criteria of funding

1. Funds for building the station. The newly established national postdoctoral mobile stations and workstations are funded by 6.5438+0 million yuan, and provincial postdoctoral workstations are funded by 500,000 yuan. 50% by the city and district.

2. Daily expenses. For every 1 postdoctoral researcher recruited by the station-setting unit, the daily expenses of each employer will be 1.6 million yuan within two years, and each city and district will bear 50%.

3. One-time scientific research funds. For every/kloc-0 postdoctoral researcher enrolled in this station, the employer will be given a one-time scientific research grant, with each person 1 10,000 yuan, and the urban level will bear 1:1.

4. Living allowance. Full-time postdoctoral fellows who sign employment contracts of institutions or labor contracts of enterprises with the station-setting units and pay social insurance in Yuhang District according to regulations will be given a living allowance of up to 300,000 yuan per person for two years, including 6,543,800 yuan from the municipal finance, 6,543,800 yuan from the district finance and 60,000 yuan from the district policy. Postdoctoral students abroad will receive an additional living allowance of 50,000 yuan each year.

5. Leave the station to stay in Yuhang (come to Yuhang) subsidy. Postdoctoral staff who choose to stay in Yuhang (come to Yuhang) within 1 year after leaving the station, sign employment contracts or enterprise labor contracts with employers in our district for more than 3 years (inclusive), pay social insurance in Yuhang District according to regulations, or start their own businesses and act as legal representatives will be given a maximum subsidy of 500,000 yuan per person.

Second, the application process and required materials

1. Construction fund

The unit that has been approved to establish a new national postdoctoral research center shall be notified by the District Human Resources and Social Security Bureau according to the approval of the higher human resources and social security departments and the approval of the construction funds. Provincial postdoctoral research center station funds should be allocated by stages. After recruiting postdoctoral staff, the resident unit should log on to the Zhejiang postdoctoral website within 3 months and complete the post-doctoral recruitment information filing. The following materials shall be uploaded for filing:

(1) Agreement on joint training of postdoctoral researchers;

(2) "Postdoctoral researchers for the record certificate".

For each post-doctoral staff recruited by the station unit, 65,438+10,000 yuan will be given until 500,000 yuan is allocated. The District Human Resources and Social Security Bureau shall, in accordance with the notice of the superior human resources and social security department to allocate funds for the construction of the station, and jointly with the District Finance Bureau to allocate funds regularly.

2. Living allowance

Post-doctoral staff in the station submit materials to the District Human Resources and Social Security Bureau through the station-setting unit, and provide the following materials when applying:

(1) postdoctoral living allowance application form (attachment 1, signed by myself and stamped with the official seal of the employer);

(2) Identity documents (ID card, military officer's card, mainland pass or residence permit for Hong Kong and Macao residents, mainland pass or residence permit for Taiwan Province residents, passport provided by foreigners);

(3) Agreement on the joint training of postdoctoral researchers (if the application for living allowance is still within the validity period after 2 years, no materials need to be submitted);

(4) Post-doctoral researchers' filing certificate (if you apply for living allowance after 2 years, the materials are still within the validity period, and you don't need to submit them again).

(5) Initial audit table;

(6) Employment contract of public institution or enterprise labor contract (if the materials are still within the validity period, the on-site personnel who apply for living allowance after two years in the station need not submit them);

(7) Proof of undertaking major national science and technology projects, obtaining the first-class funding of China Postdoctoral Science Fund or the first-class funding of provincial post-doctoral research projects (provided by the station personnel who apply for living allowance after 2 years in the station);

(8) Social insurance certificate (automatically obtained by the system);

The living allowance is allocated twice, and the part stipulated by the municipal policy (including the district-level commitment) is accepted by the District Human Resources and Social Security Bureau. After being audited by the District Talent Office and the District Finance Bureau, it is allocated by the district finance in one lump sum; As part of the district-level policy, it is distributed after standing for two years.
