1. Introduction Units and Quotas
For details of the talent introduction units and quotas, please refer to the "List of Positions for Huaying City's "Xiaoping Hometown Talent Plan" to introduce urgently needed professional talents in the second half of 2020" (Appendix 5-1).
2. Scope of introduction
In-service and in-service personnel or fresh graduates from colleges and universities in 2021 who meet the job requirements (except those already working within the jurisdiction of Huaying City).
3. Registration conditions
1. Have the nationality of the People’s Republic of China, support the leadership of the Communist Party of China, abide by laws and regulations, and have good conduct and morality .
2. The major and academic qualifications studied are consistent with the requirements of the position applied for.
3. Meet one of the following basic conditions:
(1) A full-time graduate student from a general university or a part-time graduate student from a general university admitted after December 1, 2016. Graduated and obtained Master's degree, no more than 35 years old (that is, born after October 12, 1984);
(2) Full-time postgraduate students in ordinary universities or part-time students in ordinary universities admitted after December 1, 2016 Graduated from a postgraduate degree and obtained a doctorate, aged no more than 40 years old (that is, born after October 12, 1979);
(3) Those who have returned from overseas studies must have a master's degree or above recognized by the Ministry of Education. Educational degree;
(4) Personnel with professional and technical positions above deputy senior level must obtain corresponding professional titles and be no more than 40 years old (that is, born after October 12, 1979).
Master’s and doctoral students with senior professional titles or practical work experience, as well as those who have returned from studying abroad, can relax the age limit appropriately and be given priority in hiring under the same conditions. Fresh graduates from colleges and universities must obtain the graduation certificate, degree certificate, teacher qualification certificate and other certificates required by the job conditions before July 31, 2021. Other personnel must obtain and provide the graduation certificate, degree certificate, teacher qualification certificate, professional title (practice) qualification certificate and other certificates required by the job conditions before the qualification review is completed.
4. Be in good health and have the physical conditions to perform the job duties normally.
5. Anyone who has been punished in school or at work, or who is prohibited from employment under the Civil Servant Law and other laws and regulations, shall not apply.
IV. Policy treatment
1. The introduction of high-level talents shall use fiscal allocations and public institutions (the finance department shall guarantee the talents introduced for positions in Huaying Traditional Chinese Medicine Hospital according to the salary standards of public institutions and personnel files). Funding: for the positions of the Huaying Second People's Hospital, the funds are guaranteed for 5 years according to the salary standards of the personnel files of the public institutions). If the introducing unit has vacancies, the fiscal allocation of the public institutions will be used. If the introducing unit has no vacancies, the government will use the Huaying City. 2. The introduced high-level talents have a minimum service period of 5 years in Huaying from the date of signing the contract, and a half-year probation period will be implemented. During the probation period, those who commit serious violations of laws and regulations or fail to pass the probation period will be cancelled. Hire.
3. Housing and relocation subsidies will be provided to introduced high-level talents. The standard is: 100,000 yuan for doctoral students or those employed as senior professional and technical positions by their original work units; for master's degree students or those employed by their original work units 100,000 yuan; 50,000 yuan for personnel appointed to deputy senior professional and technical positions. Housing and relocation subsidies are distributed over five years, with 20% of the total subsidy being paid annually.
The introduction of high-level talents who meet the conditions and apply to settle in the talent apartment will be included in the protection scope of the talent apartment.
4. Five-year job incentive funds will be provided to the introduced high-level talents. The standard is: 8,000 yuan per person per year for doctoral candidates or those employed by the original work unit as senior professional and technical positions; for master's degree candidates or former Personnel employed by the work unit as deputy senior professional and technical positions will receive 5,000 yuan per person per year.
Job incentive bonuses are issued in accordance with the provisions of the "Special Assessment Methods for High-Level Talents in Huaying City (Trial)".
5. For the introduced high-level talents, the employer shall sign an employment contract with them and handle social insurance related procedures in accordance with policy regulations.
6. The introduced high-level talents can be selected and promoted in a timely manner according to work needs and relevant regulations.
V. Introduction Procedure
(1) Registration. From the date of this announcement to 18:00 on October 31, 2020. (2) Qualification review
1. Preliminary review of qualifications.
After the registration deadline, the Huaying City Talent Office will work with the employer to conduct a preliminary review of the registration materials. Those who pass the preliminary review will be notified by phone of interview-related matters in a timely manner. Those who fail the preliminary review will not be notified specifically.
2. Qualification review. Candidates who pass the preliminary review must go to the Huaying City Talent Office to participate in the qualification review one day before the interview, and submit the originals of their ID cards, academic degree certificates, relevant professional and technical qualification certificates, important scientific and technological achievements, academic achievements and other supporting materials, and also provide copies of the above materials The application must be submitted in 2 copies and 2 recent 2-inch color photos without hats. Fresh graduates must submit relevant academic degree and professional certificates issued by the graduating institution.
Qualification review runs through the entire introduction process. The personal information filled in by applicants and relevant materials submitted must be true and accurate. (3) Interview. This talent introduction work will organize interviews for applicants to examine their comprehensive qualities and professional abilities.
