How to divide the first, second and third types of talents?
In order to implement the strategy of strengthening the region with talents, further strengthen the introduction of talents and team building in the medical and health system in our region, attract and retain high-level health talents, and make every effort to create a new highland for regional medical and health care, these measures are formulated.
I. Classification and application objects
(1) classification. According to the classification standards stipulated in these Measures, the high-level talents in the medical and health system in our district are divided into six categories.
(2) the applicant. Anyone who has been or intends to be introduced (including flexible introduction) to work in medical and health institutions in our region and meets the standards for the identification of high-level health talents in our region can apply for identification or review. The identification and evaluation of high-level health talents are not restricted by household registration and identity.
Second, the conditions
(1) basic conditions
1. Law-abiding, honest and trustworthy, with good professional ethics, rigorous work style and the spirit of being scientific, realistic, United and cooperative.
2. Outstanding achievements and achievements have been made in the workplace in the past five years; Adapted to the functions, responsibilities and tasks of the employer and the characteristics of professional and technical work, the main work engaged in is highly related to its professional expertise.
3. "Class I talents", "Class II talents" and "Class III talents" must have high health professional and technical qualifications, and the talents introduced from our region must also have five years' working experience in hospitals affiliated to medical colleges (or health professional institutions) or hospitals directly under health administrative departments at or above the provincial level (or health professional institutions); The introduction of "four types of talents" and "five types of talents" must have worked in the top three hospitals (or health professional institutions) in cities above the sub-provincial level for 3 years.
4. Applicants introduced from our region must sign an agreement with the employer for more than 5 years; Flexible introduction of talents must be one to four types of talents, and must sign a service agreement with the employer in our district for more than 3 years, and work in the medical and health system in our district for not less than 3 months every year.
5. Meet the prescribed age requirements. Those who are declared as "Class I talents" are not subject to age restrictions; Those who are declared (assessed) as "second-class talents", "third-class talents" and "fourth-class talents" by foreign talents should be under 55 years of age in principle; Other types of talents should be under the age of 50 in principle. It is a flexible introduction, and in principle, the age should be under 75 years old. The identification (evaluation) of existing talents in the region is not limited by age.
(2) Performance conditions
The application for recognition (assessment) as one or three types of talents, the performance level in the past five years should meet one of the following conditions, among which famous doctors and famous Chinese medicine practitioners with outstanding contributions at the provincial level should meet at least two of the following conditions.
(1) Responsible for key projects of the National Natural Science Foundation or national key scientific research projects.
(2) The top 5 first prizes and the top 3 second prizes of national science and technology awards.
(3) the person in charge of key projects of the provincial natural science foundation or key scientific research projects at the provincial and ministerial levels.
(4) The top 3 first prize, the top 2 second prize and the third prize of the provincial science and technology award project 1 completion person.
(5) As the first author or correspondent, he has published at least two works in academic journals included in SCI, with a cumulative impact factor of 7 points.
(III) Classification conditions
1. A class of talents
Meet one of the following conditions, belonging to the category of "a class of talents":
(1) winner of the highest national science and technology award;
(2) Academician of China Academy of Sciences.
2. The second kind of talents
Those who meet one of the following conditions belong to the category of "second-class talents":
(1) Leader of national key disciplines;
(2) The person in charge of the State Key Laboratory;
(3) Leader of national key clinical specialties.
3. Three types of talents
Those who meet one of the following conditions belong to the category of "three types of talents":
(1) national famous doctors and traditional Chinese medicine;
(2) Chairman and vice-chairman of the second-level branch of the National Medical Professional Committee;
(3) leaders of provincial key disciplines, key laboratories or clinical key specialties;
(4) Famous doctors and Chinese medicine practitioners with outstanding contributions at the provincial level;
(5) the chairman and vice-chairman of the second-level branch of the provincial medical professional Committee.
4. Four types of talents
Those who meet one of the following conditions belong to the category of "four types of talents":
(1) Obtain full and advanced professional and technical qualifications;
(2) obtain associate senior professional and technical qualifications and full-time doctoral degrees and obtain doctoral degrees.
5. Five types of talents
Meet one of the following conditions, belonging to the category of "five talents":
(1) Obtained deputy senior professional and technical qualification;
(2) obtain intermediate professional and technical qualifications and full-time doctoral degrees and obtain doctoral degrees.
6. Six types of talents
Meet one of the following conditions, belonging to the category of "six talents":
(1) has a full-time master's degree and obtained a master's degree;
(2) It belongs to the list of professionals in urgent need of medical and health care in Shunde District.
The recognized (assessed) "first-class talents", "second-class talents" and "third-class talents" are collectively referred to as leading medical talents in Shunde District, while "fourth-class talents" and "fifth-class talents" are collectively referred to as outstanding medical talents in Shunde District.
Three. Confirmation procedure
The confirmation of high-level health talents in our district can be divided into two ways: identification and evaluation. In accordance with the relevant provisions, entrust competent social organizations to undertake the specific work of talent confirmation.
(1) identification. Identification refers to the direct recognition and determination of the honor, performance and qualification of talents. Those who meet the indicators or qualifications listed in these Measures after examination shall be directly identified. If there is no objection after publicity, it will be confirmed by the District Health Bureau. The identification of high-level health talents is carried out throughout the year.
(2) evaluation. Evaluation refers to a jury formed according to law, which evaluates and determines talents according to relevant standards. The evaluation of high-level health talents is organized once a year in principle, and can be organized temporarily if there is an urgent need. Specific assessment rules shall be formulated separately by the District Health Bureau.
For the identification (evaluation) of other talents, the jury may determine the talent category with reference to the talent classification standards of these Measures.
The evaluation work shall be carried out in accordance with the procedures of announcement, declaration, preliminary examination, evaluation, approval, publicity, examination and approval and certification.
1. Announcement. Announce the assessment to the public, publicize relevant policies, and disclose the assessment time, conditions and procedures.
2. Declaration. Individuals fill in the "Declaration Form" and submit relevant certificates and supporting materials such as academic qualifications (degrees), major achievements, achievements and contributions. By the unit to verify the application materials, plus recommendations, submitted to the acceptance department.
3. First instance. The entrusted social organization conducts a preliminary examination of the application materials, focusing on whether the relevant certificates and certification materials that can prove the applicant's academic qualifications (degrees), major achievements, achievements and contributions are true and meet the evaluation conditions, and can conduct on-the-spot visits when necessary.
4. evaluation. Applicants applying for review shall be reviewed by the jury and put forward candidates.
5. Approved. Approved by the district talent work leading group.
6. Publicity. The approved candidates will be publicized to the public for 7 working days.
7. Send a document to confirm. Issue a document to confirm the high-level health personnel who have passed the publicity.
Fourth, evaluation and management.
(a) the establishment of high-level health personnel information database in our region, the implementation of dynamic management services. High-level health personnel who meet the conditions of superiors during the work and service of the medical and health system in our district can be declared to the corresponding level for confirmation according to regulations. Confirmed high-level health talents enjoy the treatment of corresponding high-level talents in our district.
(II) For the high-level health talents introduced from outside the district, the introduction method shall be implemented according to the spirit of the Notice of the Office of Shunde District People's Government on Printing and Distributing the Implementation Measures for Introducing High-level Talents and Professionals Needed by Institutions in Shunde District (Shun Fu Ban Fa [20 15] 168).
(3) On the basis of implementing the team cooperation agreement, the team leaders shall be classified and confirmed according to the above methods, and enjoy the treatment of high-level health talents corresponding to the corresponding level, and the rest shall not be confirmed.
(four) the implementation of the annual assessment system. The employer shall set up an assessment team to be responsible for the implementation of the assessment, focusing on the assessment of business skills, work performance and medical ethics, and timely reporting the assessment results, which shall be managed by the District Health Bureau.
(5) Those who leave our district or no longer perform the work agreement or cooperation agreement with the employing units in our district, as well as high-level health talents who fail to pass the examination results, shall be terminated as "high-level health talents in Shunde medical and health system" and the relevant preferential treatment enjoyed by them shall be terminated.
(six) in any of the following circumstances, cancel the qualification of "Shunde medical and health system high-level health personnel", terminate the relevant preferential treatment, and recover the material treatment enjoyed by them:
1. academic, performance and achievement fraud;
2. Being subject to administrative punishment or criminal punishment with a serious warning during the service period;
3 other circumstances that are not suitable for continuing to enjoy the honorary title of high-level health talents.
Five, these Measures shall be interpreted by the Shunde District Health Bureau of Foshan City and the Office of the Leading Group for Talent Work of Shunde District Committee of Foshan City. These Measures shall come into force as of the date of issuance and shall be valid until February 14, 2025. The Measures for the Confirmation of High-level Health Talents in Shunde Medical and Health System (Shun Wei [2017]15) shall be abolished at the same time. The talents who have been confirmed before the implementation of these Measures shall still be implemented according to the original provisions. These measures are inconsistent with the new policy requirements of the higher authorities, and shall be implemented according to the relevant requirements of the higher authorities.
