Chapter I General Provisions Article 1 In order to strengthen the administration of place names in this Municipality and meet the needs of social development, foreign exchanges, urban construction and people's life, these Measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Place Names and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the administration of place names within the administrative area of this Municipality. Article 3 The names mentioned in these Measures specifically include:

(a) the names of administrative divisions such as cities, districts, counties (cities), townships, towns, street offices and established villages;

(2) Names of natural geographical entities such as mountains, rivers, ditches, mountains, plains, beaches, grasslands, lakes, springs, gorges, waterways and islands;

(three) the names of urban streets, natural villages, residential areas, communities, residential quarters and other residential areas;

(four) the names of municipal facilities such as urban roads, bridges, tunnels, public transport stations (points) with the meaning of place names or pointing functions;

(5) Names of squares, parks, places of historical interest, memorial sites, scenic spots, nature reserves and high-tech development zones;

(six) the names of airports, ports, docks, railways, highway stations, lines, long-distance passenger stations and freight hub stations. , with the meaning of place names or the function of indicating places;

(7) Names of buildings, structures, doors, building signs, etc. , with place name meaning or pointing function;

(eight) other names that have the meaning of geographical names or reference functions. Article 4 The place names named and renamed in accordance with these Measures shall follow the historical evolution, maintain cultural inheritance and be relatively stable, and no unit or individual may change them without authorization.

Important matters and major decisions involving public interests, city image and reflecting the historical and cultural characteristics of the city in the management of place names should be widely solicited from all walks of life and the public. Article 5 The management of place names shall be under unified leadership and be responsible at different levels.

The municipal civil affairs department is the administrative department in charge of the management of place names in this Municipality, and is responsible for the unified supervision and management of place names.

The civil affairs department of the people's government at the county level shall be responsible for the management of place names within its jurisdiction.

The planning department is responsible for coordinating the civil affairs departments to plan the names of roads, residential quarters, buildings and other building entities, and approving the construction planning projects named after the local civil affairs departments.

The public security department is responsible for coordinating the civil affairs department to do a good job in compiling and using the building number. The detailed address (street, road, lane name, building number, building name, etc.) of the resident identity card, residence booklet or other documents. ) subject to the establishment of the local civil affairs department.

Construction, finance, urban management, industry and commerce, culture, land, housing management, tourism, forestry, greening and other departments cooperate in the management of place names within their respective responsibilities.

Chapter II Naming, Renaming and Abandonment of Geographical Names Article 6 The naming of geographical names shall meet the following requirements:

(a) to safeguard national dignity and national unity and adapt to economic construction and social development;

(two) reflect the local history, geography, culture and economic characteristics, respect the wishes of the local people;

(3) Geographical names are generally not named after people, and geographical names may not be named after foreigners or geographical names;

(4) Names of administrative divisions at or above the county level, names of townships, towns and subdistrict offices within county-level administrative divisions, and names of natural villages within townships and towns shall not be duplicated; The names of residential areas, streets, roads, alleys and buildings in Yunyan, Nanming and xiaohe district shall not be repeated, and the names of residential areas, streets, roads, alleys and buildings within the same county-level administrative division shall not be repeated; The names of administrative divisions at or above the county level where people's governments are not in the same town shall not be the same;

(five) the township, town, street office is generally named after the street, road and lane where the people's government of the township or town is located;

(six) the names of famous mountains and rivers shall not be used as the exclusive names of administrative divisions; If the scope of a physical geographical entity is beyond the administrative area, its name shall not be used as the exclusive name of the administrative division;

(seven) the names of ports, stations, yards, railways, highways, bus stations (spots), bridges, tunnels, reservoirs (dams), irrigation canals and other transportation, water conservancy and electric power facilities used by various professional departments shall be consistent with the local names;

(eight) uncommon words, homophones, derogatory words and words that are easily confused or ambiguous shall not be used. Article 7 The renaming and revocation of place names shall comply with the following provisions:

(1) Place names that are detrimental to national territorial sovereignty and national dignity, contain ethnic discrimination, are not conducive to national unity, are insulting and vulgar, and violate national laws and regulations must be renamed;

(two) does not meet the provisions of article sixth (three), (four), (five), (six), (seven) and (eight) of these measures, it shall be renamed;

(three) the establishment, merger and adjustment of administrative divisions at all levels need to be renamed, which shall be handled in accordance with the relevant provisions of the state administration of administrative divisions;

(four) a number of people writing, writing, should determine the unified name and characters;

(five) geographical names that naturally disappear due to natural changes such as topography, administrative divisions and urban construction planning shall be abolished in time.
