Regulations of Changchun Municipality on the Administration of Urban Heating

Chapter I General Provisions Article 1 In order to strengthen the management of urban heating, standardize the order of heating market, protect the legitimate rights and interests of heat users, heating enterprises and heat source production enterprises, and promote the healthy development of urban heating, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Second units and individuals engaged in urban heating planning, construction, operation and management activities and the use of heat in the urban areas of this Municipality shall abide by these regulations. Article 3 Urban heating shall follow the principles of unified planning, graded responsibility, safety, energy saving and environmental protection, give priority to the development of central heating, and encourage the use of clean energy for heating. Article 4 The municipal and district people's governments shall strengthen their leadership over urban heating work, establish a coordination mechanism, and deal with major issues in urban heating management in a timely manner. District urban heating authorities are responsible for the management of urban heating in this area according to the division of responsibilities, and their subordinate urban heating management agencies are responsible for the daily management of urban heating.

The relevant departments shall, in accordance with their respective responsibilities, do a good job in urban heating management according to law.

Township (town) people's governments and sub-district offices shall, according to their duties, cooperate with the competent department of urban heating and relevant departments to do a good job in the management of urban heating within their respective jurisdictions. Article 6 The municipal and district urban heating authorities shall strengthen the informatization construction of urban heating, establish an information platform for urban heating supervision and service, and realize the comprehensive application of heating information and data sharing.

Heat source production enterprises and heating management enterprises shall establish heating information systems and connect them with urban heating supervision and service information platforms. Seventh to encourage and support the large-scale operation of heating enterprises, strengthen the construction of heating infrastructure, and improve the heating security capacity. Eighth to encourage and support heating enterprises to carry out heating science and technology research, promote advanced heating energy-saving and environmental protection technology, promote heating measurement, improve heating science and technology and management level. Chapter II Heating Planning and Construction Article 9 The municipal competent department of urban heating shall, jointly with relevant departments, formulate a special urban heating plan in accordance with the overall urban planning and the principles of rational layout, overall arrangement and coordination with other professional special plans, and organize its implementation after approval by the Municipal People's Government.

City heating special planning shall not be changed without approval; If it is really necessary to change, it shall go through the formalities for examination and approval of planning adjustment. Tenth new construction, renovation and expansion of urban heating projects should meet the requirements of the special planning of urban heating, and perform the basic construction procedures according to law.

Development of new urban areas, transformation of old cities, road construction, etc. Shall not occupy the reserved land for urban heating facilities. Eleventh municipal heating authorities shall, according to the special planning of urban heating, make overall arrangements for heat source construction, thermal distribution and pipe network layout, and clarify the heating area and heating mode. Twelfth in the built and planned construction of cogeneration central heating range, in addition to heating peaking boilers, no new construction or expansion of permanent heating boilers.

In areas outside the scope of cogeneration central heating, regional boiler central heating should be implemented; No new decentralized coal-fired heating boilers shall be built. The existing decentralized coal-fired heating boilers should be phased out. Article 13 A cogeneration enterprise shall, in accordance with the principle of determining electricity by heat, formulate a reasonable electricity production and supply plan for cogeneration units during the heating period to meet the heating load demand of residents, and give priority to ensuring heating during the heating period, and shall not limit the external heating of cogeneration units by electricity indicators. Fourteenth heating enterprises using cogeneration heat sources should support the construction of peak-shaving boilers in accordance with relevant regulations, and ensure the facilities and equipment are in good condition and normal operation. Fifteenth new construction, renovation and expansion of urban roads should be based on the special planning of urban heating, while designing and laying heating pipelines.

When urban heating pipelines need to pass through courtyards, factories or residential areas, relevant units and individuals shall provide necessary convenience; If the facilities are damaged due to construction, the construction unit shall repair them in time; If it cannot be repaired, it shall be compensated. Sixteenth urban and rural planning, land and resources departments should ensure the construction of heat source plants, heating stations, relay pumping stations and heating pipelines when approving the land for construction projects. Seventeenth new buildings supporting heating facilities, the need to access the central heating pipe network, the construction unit in the preparation of the design scheme, it should be the heating conditions of the construction project to seek the views of the municipal heating department; The municipal competent department of urban heating shall determine the heating scheme according to the special planning of urban heating, and clarify the heating mode and heat source of the construction project. Eighteenth new buildings supporting heating facilities, should be designed, constructed and accepted at the same time with the main project. Article 19 The design of supporting heating facilities for new buildings shall meet the following requirements:

(a) to adapt to the heating area;

(two) in line with national, provincial and municipal building energy-saving requirements and energy-saving standards for heating systems;

(three) the implementation of household control.

The construction unit shall, according to the heating parameters determined in consultation with the heating enterprises, entrust the design unit to prepare the design scheme.

The construction unit shall organize the construction according to the design scheme, and the equipment and materials selected shall meet the product quality standards stipulated by the state.
