It is usually January for autumn graduates and September for spring graduates; the school will not sign employment agreements before then.

Each school has different regulations. Please consult the employment guidance center of each school for details.

2 Priority time for signing the agreement to stay in Beijing

According to the Beijing Municipal Education Commission, According to the regulations of the Personnel Bureau, we adhere to the principle of giving priority to all-round development of morality, intelligence, physical and aesthetics, and encourage students to work hard

. The school has formulated conditions for graduates to give priority to signing employment agreements in Beijing; those who do not meet the conditions will be given priority. The signing of the employment agreement in Beijing will be temporarily deferred during the period of signing the employment agreement in Beijing. The agreements will be signed in order after the priority period.

The deadline for the priority period is generally mid-March.

Return to the employment department of the source province to participate Secondary allocation, or dispatch to a talent exchange center in the province.

The time to sign the agreement to extend the employment period is usually in early June.

6 Time to go through the formalities for leaving school

When graduates go through the formalities for leaving school, there are always many people who do not complete or miss the relevant formalities. As a result, they bring a lot of trouble to themselves afterwards

Unnecessary trouble.

Employment-related procedures include employment registration certificate, household registration transfer certificate, etc.

Note: The time in the table is for reference only, and the specific arrangements are subject to the employment implementation measures of each school.

Things that fresh university graduates should pay attention to when seeking employment

1. Issues regarding graduate files

1. Graduates’ “student status files” and “personnel files” "Differences and connections?

The student status files of graduates refer to the files of students from colleges and universities who have passed the national unified examination and been admitted. It records the college entrance examination results, school study results, and family status in the form of written materials. , performance during school and rewards and punishments, etc. The graduate's personnel file is converted from the student status file. It means that after the graduate graduates, the graduate's registration certificate is placed in the student status file, and then the school transfers the file to the personnel department of the graduate's employment unit or the entrusted talent. exchange agencies. At this time, the student status file officially becomes a personnel file, which can only be realized after the graduates sign an employment agreement with the employer or an entrusted talent exchange agency, and then perform relevant graduation procedures and obtain a registration certificate.

2. How should graduates treat their files?

At present, there is a common phenomenon among graduates that they do not understand or care about archives; some students even have graduated a few years ago, but their archives are still in school; Put it at home, and even worse, you don’t know where to throw the files. It seems that “the files are of no use.”

In fact, this is not the case. Archives play a vital role in our country. Here is only a brief explanation.

Nowadays, when recruiting employees in enterprises and institutions, selecting national civil servants, etc., files must be reviewed, and the relevant information recorded in them is used as important evidence for selecting talents. In addition, personnel files are also required for handling social insurance, professional title evaluation, and issuing various relevant certificates. In short, personnel files still play an irreplaceable role in real life, and we should pay enough attention to avoid unnecessary troubles and losses in future study and life. At the same time, it is emphasized that due to relevant national policies, if graduates cannot find an employment unit temporarily after graduation, their files can be kept by the school for two years free of charge. Some graduates who do not understand the difference between "student status files" and "personnel files" mistakenly believe that since the school keeps them for free, there is no need to go to a talent exchange agency to take care of them. What the school saves is only the "student status files" of graduates, but it is the "personnel files" that really play a role. For example, your promotion, grading, professional title evaluation and other related matters can only be carried out after the student status files are converted into personnel files. . According to national policies, one year after graduation (subject to the date signed by the human resources department of the registration certificate), graduates of colleges and technical secondary schools can be approved by the human resources department of their unit or the entrusted talent exchange agency to become a full-time grader; undergraduate graduates can work for one year after graduation. (Based on the date of registration), college graduates and technical secondary school graduates who have worked for three years after graduation can apply for junior professional titles. The personnel department of the unit where they work or the entrusted talent exchange agency will be responsible for the process. It can be seen that the student status files kept by the school are only "storage" and cannot provide any services related to personnel files. In a sense, the gain outweighs the loss.

3. What materials are in the graduate files?

The only thing that can truly prove your learning experience is your archives. The graduate file contains the student's student status card, transcript, comments in various aspects, award certificates, and your party group materials at various periods (middle school, university), etc. These are original materials and cannot be copied. You must pay attention to your own files.

4. What should I pay attention to when handling file transfer procedures?

Generally speaking, it is best to transfer files to the employer (units above the bureau level) or talent exchange agencies at all levels that have the right to manage files, because they have specialized agencies for managing files. Here, I would like to remind everyone to pay attention to a few points when transferring files:

(1) Do not transfer files to this unit before clarifying whether the employer has the authority to supervise personnel. Submit it to the talent exchange center where the unit is located. We often encounter units that do not have file management rights receiving files. Some units will lose students' files or withhold them.

(2) Ask clearly about the nature of the employer. If it is a state agency, state-owned institution, or state-owned enterprise, they or their supervisory unit have personnel management rights and can receive files. Other types of non-public enterprises, institutions, and private institutions do not have personnel management rights. They must accept students through the talent exchange center, and the student files must be placed in the talent center.

(3) There are prescribed procedures for the transfer of files. Before leaving school, it is best to find out when and where your files were transferred. Because at the current stage, the units in charge of student allocation are not unified, and there are personnel bureaus, talent exchange centers, education bureaus, specialized allocation offices, etc., the situation is relatively complicated. Moreover, file migration is troublesome, so it is best to do it in one step.

5. Which institutions can keep personnel files?

According to national policies, only the personnel departments or organizations at the department level or above, and the talent exchange agencies at all levels affiliated to the personnel departments are qualified to save the personnel files of college graduates after their employment. Private enterprises, township enterprises, Sino-foreign joint ventures, and sole proprietorships do not have the right to manage employees' personnel files, which are generally managed by entrusted talent exchange agencies at all levels. Graduates can also entrust a talent exchange agency to manage personnel relations in their own name, which is commonly known as a personnel agency. In addition, talent exchange agencies at all levels, such as provincial talent, municipal talent, district talent, etc., are only different in the departments they belong to, and there is no other difference.

6. What are the restrictions on retaining household registration and files in school?

According to the relevant regulations of the Ministry of Education, while the school is depositing the household registration and files, it can only handle employment-related procedures (employment registration certificate or transfer the household registration and files back to the place of origin of the student). Under other circumstances, it cannot If you use the household registration and files temporarily stored in the school, you will not be able to apply for a passport to go abroad; you will not be able to apply for marriage registration; you will not be able to get a new ID card if you lose it; you will not be able to transfer your household registration or file directly after enrolling as a graduate student; you will not be issued a transcript for going abroad; you will not be issued a marriage or maternity certificate. , proof of further education, going abroad (border), insurance and house purchase, etc.

2. Questions about employment agreement

1. What is an employment agreement and what is its use?

The employment agreement is an agreement signed through negotiation to clarify the rights and obligations of graduates, employers, and schools in the employment of graduates. For a long time, the employment agreement was very serious in the employment plan, and student employment was handled according to the employment agreement. With the rapid development of the market economy and the changing views on employment, a large number of new problems have emerged. For example, some graduates have signed an employment agreement, but do not report to the unit for no reason; some students have signed an employment agreement, but after a while When he checked in, he discovered that the employer was not what he imagined, so he proposed to terminate the contract. If the employer did not agree to terminate the contract, he walked away, etc. Although the binding force of the employment agreement is weakening, the Ministry of Education is still using it in the employment of graduates, so graduates should pay attention to the correct use of the employment agreement during the actual graduation process.

The school handles employment-related procedures for graduates based on the employment agreement. The school will apply for the employment registration certificate for graduates based on the contents of the employment agreement, and then handle the household registration transfer certificate and student file transfer procedures based on the registration certificate. Generally, the school will require students to hand in a completed and signed employment agreement before the specified date. The school will then use the employment agreement as a basis to handle the employment-related procedures for graduates. If this time limit is exceeded, the school will compile graduation plans based on the students' place of origin for the college entrance examination. Health and employment plan and go through corresponding procedures.

Students who do not want to return to their place of origin must find out whether they meet the requirements for settling in the place they want to go. For example, in Beijing, undergraduate graduates affiliated with the Ministry of Education and other central ministries and commissions are eligible to settle in Beijing. Then there will be some students who, although they have found a job in Beijing, do not meet the conditions for settlement, and their registered permanent residence cannot enter Beijing, so they can only apply for human resources agencies in other areas.

If you do not meet the requirements for settling in this city and want to work in this city, you can first go through the personnel agency procedures, then work in an employer, and then go through the talent introduction procedures when the conditions are mature. In this way, you can solve many worries, such as political review for going abroad, postgraduate entrance examination certificate, marriage certificate, etc.

2. Why can each graduate only have one employment agreement?

The employment agreement is the school's proof that the graduates are eligible for employment, and it is also the certificate for the employer to go to the graduate employment department to go through the graduate approval procedures. In order to maintain the seriousness of the job market and prevent a graduate from being approved and hired by two employers at the same time, resulting in a waste of employment quotas for employers, and to maintain the reputation of the school and the employment of future graduates, each graduate can only have one Original employment agreement.

3. How to handle the termination procedure of the employment agreement?

Each graduate has only one set of employment agreement (in triplicate, with a fixed number) printed by the Student Affairs Department of the Ministry of Education and issued by the school. After graduates determine the receiving unit through "two-way selection" and sign an employment agreement with the employer, both the graduate and the employer should conscientiously perform the agreement. If any party proposes a breach of contract, it shall obtain the consent of the other two parties and assume liability for breach of contract.

Graduates who have signed an employment agreement must go through the following termination procedures if they want to breach the contract:

(1) Go to the unit where the original agreement was signed to apply for a written consent letter of termination (covered by the unit) (Official seal), and ask for the original employment agreement;

(2) Submit a written application to the college’s Employment Guidance Center (state the reason for termination), and attach the unit’s termination letter, the original employment agreement, and Complete the relevant procedures for adjusting the employment unit approval form;

(3) The Employment Guidance Center will review and approve the new employment agreement in accordance with relevant regulations;

(4) Graduates receive the new agreement Then go through the relevant employment procedures with the new employer.

4. How do graduates replace their employment agreement if they lose it?

If a graduate loses his or her employment agreement, he or she must submit a written application, which must be signed by the teacher in charge of graduate employment in the college, department, or department, and then go to the Employment Guidance Center for a replacement. The replacement employment agreement is marked "According to my statement, the original copy of the student has been lost, and this is a lost replacement" to indicate that it is different from the formal employment agreement.

If a graduate falsely reports that he or she has lost the employment agreement, he or she will be given disciplinary sanctions corresponding to the school rules and regulations depending on the severity of the case.

5. Things that graduates should pay attention to when signing an employment agreement.

When signing an employment agreement with an employer, graduates should pay attention to the following matters: Before signing the agreement, they should fully understand the company, including the working environment, wages, working hours, labor intensity, etc., and combine it with their own actual conditions. The situation and wishes should be considered comprehensively before signing an employment agreement. The best policy is to think carefully (there is a time limit for adjusting employment plans according to policy regulations). At the same time, we also remind graduates who work in big cities such as Beijing, Tianjin, Shanghai, and Guangzhou. In addition to the insurance provided by your employer, if you cannot transfer your hukou If you move to this city, simple file transfer will mean nothing to you. You can place your personnel files in a talent exchange agency, go through the personnel agency procedures, and then go to work in the above cities. This can reduce unnecessary troubles and even losses.

3. Questions about the registration card

1. What is the use of the registration card?

The full name of the registration certificate is the "National General College Graduates Employment Registration Certificate", which is directly printed by the Ministry of Education and issued separately by the provincial college graduates employment management department. The employer will accept and arrange jobs for graduates based on the registration certificate, and transfer the graduates' files, household registration, etc. Only one registration pass can be issued per person. Registration passes printed or issued by other departments are invalid. Graduates must keep their registration cards properly. Regardless of the reason, any registration cards that are altered or torn by themselves will be invalid.

(1) Proof of registration at the receiving unit;

(2) Proof that the graduates holding the certificate are full-time graduates included in the national unified enrollment plan;

(3) Cadre identity certificate;

(4) According to the place of relocation based on the registration certificate, other relevant materials can be used to handle the transfer procedures of household registration, files, organization and other relations.

2. Which department issues the registration certificate for graduates?

Registration certificates for non-normal graduates are issued by the Hebei Provincial Department of Personnel.

3. Time for issuance of registration certificate

Graduates are usually in mid-to-late June. The exact time is subject to notification from the provincial department.

4. When will the registration certificate be issued?

After the registration card is completed, each college, department, and department will collect it from the Employment Guidance Center. It will be issued to the graduates after they complete the school departure procedures.

5. When will graduates register?

The registration time on the registration certificate is generally a few months from the date of issuance of the registration certificate (the longest shall not exceed two full years) , but each employer will generally have its own requirements, so graduates should seek the opinions of the employer in advance.

6. If the registration pass is accidentally lost, how can I get a replacement?

The procedure for re-issuing a lost registration pass is very complicated, so be very careful to save it.

In case of loss, follow the following procedures for reissue:

(1) Graduates submit an application for reissue within two years of graduation;

(2) The Employment Guidance Center issues relevant information certification of the registration certificate;

p>

(3) When graduates go to provincial newspapers and periodicals (for example: Hebei Daily), the newspaper declaration shall be invalid;

(4) Graduates shall hold school certificate, newspaper declaration and graduation certificate The original must be submitted to the Graduate Distribution Office of the Provincial Department of Personnel for reissue procedures.

7. What are the regulations on the approval of employment agreements and employment plans?

(1) When the employer accepts graduates and signs an employment agreement, it needs to complete the procedures:

When the employer accepts graduates, it needs to sign an employment agreement with the graduates. In some areas, It also needs to be reported to the local government graduate employment department for approval, such as Beijing, Shanghai, Shenzhen, Guangzhou and other places. Graduates can ask the receiving unit to go to the local government graduate employment department to confirm whether approval is needed. Generally speaking, approval is required from the graduate deployment departments at the bureau, department, and prefectural and municipal levels; in recent years, some areas in the south have delegated the approval power to county-level personnel departments, and the local government graduate employment supervisor must be consulted for specific policies. department.

(2) The employment agreement is the basis for the school to prepare the employment plan and the registration certificate is issued

The school mainly uses the employment agreement and the employment department of the employer to prepare the employment plan and apply for the registration certificate. opinions shall prevail. Employed graduates should note that the employment agreement signed with the employer must be stamped with the official seal of the superior authority and sent to the authority with employer autonomy.

4. Questions about applying for human resources agency

1. Which graduates’ files are suitable for applying for human resources agency in talent exchange agencies?

Graduates who do not want to return to the local area but want to settle their hukou in a certain city (except for Beijing, Shanghai and other metropolitan areas where it is generally difficult to apply for residence), graduates preparing for postgraduate entrance examinations, and those who are temporarily unsure whether they can apply for a permanent residence in a certain city. Graduates who are currently working in the unit for a long time, these graduates can choose to use their files and personnel relations to handle personnel agency in the talent exchange agency.

3. What services do graduates enjoy after entrusting a human resources agency to a talent exchange agency?

(1) Responsible for the procedures related to the reception, management and transfer of personnel files;

(2) Processing of graduates’ regularization and grading

(3) Promotion of file salary and continuous calculation of length of service

(4) Application for professional title promotion

(5) Complete settlement procedures

(6) Issue provincial certificate and settlement certificate , house purchase service certificate, family planning certificate, political review for going abroad, etc.

(7) Handling the organizational relationship of party member graduates, party dues payment, and probationary party members becoming regular members, etc.

(8) Collection and agency Pay pension insurance, unemployment insurance, handle medical insurance procedures, etc.

5. Issues about labor contracts

Generally speaking, graduates who are employed as part-time workers after completing the registration procedures or without settling their household registration must contact the employer. Sign a labor contract. A labor contract is a written contract that establishes a labor relationship between a worker and an employer and clarifies the rights and obligations of both parties. It is also a legal guarantee for safeguarding the legitimate rights and interests of workers and employers.

The labor contracts currently in use are generally format contracts uniformly printed by the labor department. The necessary clauses in them are: ① Labor contract period; ② Work content; ③ Labor protection and labor conditions; ④ Labor remuneration ;⑤Labor discipline;⑥Termination conditions of the labor contract;⑦Liability for breach of the labor contract;⑧Both parties can also negotiate and agree on supplementary terms of the labor contract. Among them, the liability clause for violation of the labor contract is more important, because the Labor Law stipulates that both parties can negotiate and agree on the determination of liability, the scope of compensation, the calculation method and the method of liability. Agreements in this regard are often included in the contract supplementary conditions provided by the employer. You should know these in your mind. Some units, including some public institutions (such as hospitals, schools, etc.), in order to ensure that graduates work in the unit for a long time, have agreed on many compensation clauses for early termination. You must take it seriously.

The compensation liability for graduates who resign early should not be too high, and generally should not exceed the graduate's annual salary. It is generally better for graduates who have just started working to sign a short-term contract (one year), and then sign a mid-term or long-term contract after becoming a full-time employee. By this time, the employer and you have already understood each other.

However, the contradiction between labor supply and demand is now prominent, and employment pressure is very high. When recruiting new employees, many units claim that the unit does not sign labor contracts with employees, and if they have any objections, they will find another job. In response to these issues, students should remember two points:

First, the probation period stipulated in the labor contract is included in the contract period, and the longest period shall not exceed 6 months. In other words, you cannot refuse to sign a labor contract on the grounds of probation. There are special provisions regarding the probation period in the labor contract.

Second, for those units that do not sign labor contracts with workers for their own interests, they can still take legal action when your interests are harmed. The General Office of the Ministry of Labor pointed out in its reply letter [(1996) No. 181] on the issue of economic compensation for employees who do not sign a labor contract that the employer deliberately delays the establishment of a de facto labor relationship with the employee. When a labor contract is concluded and the de facto labor relationship with the employee is terminated at the same time, and the employee has a dispute with the employer due to his request for financial compensation, if the employee applies for arbitration to the labor arbitration committee, it shall be accepted. In other words, as long as there is a de facto labor relationship, everyone should be treated equally in terms of obtaining compensation.

6. Issues about social insurance

Social insurance is legislated by the state and raises funds through multiple channels to provide benefits to workers who suffer from old age, unemployment, illness, work-related injury, or childbirth. A social security system that provides economic compensation when labor income is reduced so that they can enjoy basic living security. It mainly includes pension insurance, unemployment insurance, medical insurance, work-related injury insurance, and maternity insurance. It is mandatory. If you work for a state agency, state-owned enterprise or institution, you don’t need to think too much about this issue; if you work for a private enterprise, private institution, or are employed by an institution or institution that does not occupy its administrative establishment, you have to ask This issue requires at least the participation of basic pension insurance and critical illness medical insurance. Many units do not provide basic pension insurance for their employees, which is a violation of the Labor Law. Some units have high salaries and allow you to participate in the insurance in your own name, so you should take the initiative to participate.

In addition to the above listed, other problems will also be encountered. After working in non-public enterprises and institutions for many years, some graduates suddenly find that their personnel relations are still unresolved; although some have signed labor contracts with their workplaces, they have not gone through the relevant procedures at the talent exchange agency, resulting in the loss of their seniority and files. , insurance, etc. are affected, professional titles cannot be declared in time, and various certificates such as postgraduate entrance examination certificates, political review for going abroad, etc. have no place to issue. When they graduated, most of these graduates believed that as long as they had a job, it didn’t matter what their length of service, identity, files, or insurance; some graduates believed that there was no assignment, and they didn’t report to the graduate assignment department, and it didn’t matter whether there was a personnel relationship or not. , when one day you need certain materials, you will be in a hurry and will cause a lot of losses.

7. Questions about the employment procedures for graduates

1. Employment procedures for graduates

(1) The school employment guidance center will publish the "National Colleges and Universities Employment Guidelines" Agreement" (hereinafter referred to as the "Employment Agreement") is issued to each college, department, and department, and each college, department, and department will issue the materials to the graduates in triplicate for each graduate.

(2) Graduates learn employment policies, understand employment forms, strengthen job search skills, collect demand information, and prepare for employment.

(3) Graduate self-recommendation and interview (send personal recommendation materials to interested units based on demand information or directly participate in campus job fairs, supply and demand meetings and online job fairs held in various places).

(4) The graduates and the employer sign an "Employment Agreement", and the graduate, the employer, and the college where the graduate works each keep one copy.

(5) The school will prepare and submit an employment recommendation plan for graduates before the end of May.

(6) The graduation appraisal and school leaving stage will begin at the end of June.

3. What rewards do schools provide to graduates who start their own businesses?

The school encourages and supports graduates to start their own businesses, and provides guidance and assistance to schools where graduates start their own businesses. Graduates who start their own business within one year of graduation should submit the "Enterprise Legal Person Business License" issued by the Administration for Industry and Commerce and the "Articles of Association" filed by the Administration for Industry and Commerce or other valid certification materials.

8. Other possible problems

1. What should I do if the employer refuses to accept graduates when they register?

National regulations: “The graduate employment plan that has been negotiated and implemented and approved by the national graduate employment authority must be implemented seriously. The school shall not change it at will without review by both the university and the employer and approval by the local authority. Employers are not allowed to accept or return graduates before sending them out.” When the employer refuses to accept the case, graduates should take the initiative to explain the situation to the employer, and do not argue with the employer, let alone return to school rashly. They should contact the school in time, and the school will clarify responsibilities and handle it properly in accordance with relevant regulations.

If the plan is not implemented due to school errors and graduates are sent by mistake, the school shall be responsible for proposing adjustments and submitting them for approval. If the employer is unable to accept the payment due to major changes (such as mergers, bankruptcies, closures, etc.), it should consult with the school in a timely manner and make reasonable adjustments. If the employer puts forward excessive requirements for graduates that are difficult to achieve and do not comply with policy regulations, this cannot be used as a reason for dismissal. If the graduate himself is sick and requests to return the application, if the student has a history of infectious diseases or mental illness while in school and the employer does not know about it and it is not discovered until the graduate registers, he should be allowed to request a return; if the student becomes ill after registration, Those who are sick shall be handled in accordance with the relevant provisions on sick leave for in-service personnel.

2. Can I request a replacement for an employment agreement that has not completed the signature procedures?

The Ministry of Education clearly stipulates that when formulating graduates’ recommended employment plans, schools must improve corresponding management measures and work with employers and graduates to maintain the seriousness of graduate employment agreements.

Once a graduate signs an employment agreement with the employer, the two parties have formed a contractual relationship (regardless of whether the school signs it or not). If the graduate wants to terminate the agreement with the original contracting unit for any reason, he must go through the breach of contract procedures.

3. After signing the agreement, what should I do if I am admitted to a graduate program (including associate degree program) or a civil service examination?

As long as the graduates provide the following materials, the school will not treat them as a breach of contract, but they must also obtain the consent of the employer:

(1) Written proof that the original contracting unit agrees to terminate the employment agreement;

p>

(2) A copy of the admission notice for graduate students or undergraduate students, or the admission notice for civil servants;

(3) Apply in person.

Graduates should submit the above materials to the Employment Guidance Service Center, which will be reviewed and approved.

4. How to handle the household registration and files of students applying to go abroad (outbound)?

If graduates request to go abroad (exit) and not participate in employment, the students should contact the local talent market or other places to receive the household registration and files, sign an agreement to receive the registration certificate, go to the Security Department to complete the household registration transfer procedures, and go to The college handles the file forwarding procedures. The transfer procedures of household registration and files are the responsibility of the students themselves.

Students who have confirmed their employment unit need to issue a written consent letter from the original contracting unit before they can apply. If a registration certificate has been issued, the registration certificate must also be handed in.

5. The school has issued a registration certificate in accordance with the employment agreement, but the student does not report to the unit. What are the consequences?

For graduates who fall into any of the following circumstances, the school will report to the local competent graduate deployment department for approval and will no longer be responsible for their employment. After they pay all the training fees and scholarships (bursaries) to the school, their household registration and files will be transferred to the place where their families live, and they will be treated as unemployed persons:

(1) From the date of receiving the registration certificate Failure to report to the employment unit for more than three months without justifiable reasons;

(2) After registration and settlement, he leaves the receiving unit without approval and refuses to make corrections after being educated;

(3) Regardless of the needs of the country, emphasize personal unreasonable demands and disrupt the employment order of graduates;

(4) Unreasonably require the employer to return them to the school;

( 5) Other violations of graduate employment regulations.
