Why don't most sorted goods charge agency fees?

The courier sorter does not need to pay the service fee. Usually, the courier sorter is a formal person recruited by the courier company. Unless there are not enough regular workers in the peak season, the courier company will recruit some temporary workers to be sorters through the labor service company, but these temporary sorters have to pay the service fee (that is, the agency fee) to the labor service company.
