Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Law of People's Republic of China (PRC) on Emergency Response, the Regulations on Emergency Response to Public Health Emergencies and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the prevention, reporting, control and disposal of public health emergencies within the administrative area of this Municipality. Article 3 The term "public health emergencies" as mentioned in these Measures refers to sudden outbreaks of major infectious diseases, major food safety accidents, major occupational poisoning, group diseases with unknown causes and other events that seriously affect public health.

Public health emergencies are divided into four levels: particularly serious, major, large and general. Article 4 The emergency work of public health emergencies shall put people's life safety and physical health in the first place, and adhere to the principles of unified leadership, graded responsibility, scientificity according to law and combination of prevention and control. Article 5 The municipal, district (county-level city) people's governments shall strengthen the organization, leadership and overall coordination of emergency work for public health emergencies, establish and improve the emergency work mechanism, improve the emergency plan, and incorporate the funds needed for emergency work into the fiscal budget at the corresponding level.

The town people's government and sub-district offices shall, in accordance with the deployment of the municipal and district (county-level city) people's governments and their relevant departments, do a good job in the emergency work of public health emergencies in their respective areas. Article 6 The competent health department shall be responsible for organizing and guiding the monitoring and early warning, incident reporting, risk assessment, prevention and control and medical treatment of public health emergencies, strengthening the supervision and management of public health, and carrying out training and education on health knowledge and emergency skills.

Development and reform, education, public security, civil affairs, finance, housing and urban construction, transportation, commerce, emergency management, market supervision and management, medical security and other departments shall, within the scope of their respective duties, do a good job in the prevention and emergency response of public health emergencies. Article 7 The municipal, district (county-level city) people's governments shall establish a social mobilization mechanism for emergency handling of public health emergencies, enhance the awareness of public health risk prevention and control in the whole society, mobilize the public to participate in public health safety risk prevention, and improve the protection and rescue capabilities of the whole society.

State organs, enterprises and institutions, mass organizations, social organizations and individuals shall actively participate in and cooperate with the emergency work of public health emergencies.

Community grass-roots organizations should assist in the emergency work of public health emergencies in communities.

Support charities, voluntary service agencies, social workers and other organizations to participate in emergency prevention and control of public health emergencies in an orderly manner according to law. Chapter II Emergency Preparedness Article 8 The municipal, district (county-level city) people's governments shall, in accordance with the relevant provisions of the state and province, and in combination with the actual situation of their respective administrative regions, formulate emergency plans for public health emergencies, clarify the level of incidents and the response measures, and make them known to the public.

The emergency plan for public health emergencies shall be revised and supplemented in time according to the changes of emergencies and the problems found in the implementation. Article 9 The relevant departments of the municipal, district (county-level city) people's governments shall formulate their own emergency plans for public health emergencies according to the emergency plans formulated by the people's governments at the same level and in combination with their respective responsibilities. Article 10 Medical and health institutions, schools, nurseries, old-age care institutions, social welfare institutions, detention centers, supervision places, centralized food trading markets, employers with occupational hazards, and business management units in crowded places such as airports, railway stations, bus stations, ports and public transport vehicles shall formulate emergency plans for public health emergencies of their own units. Eleventh city, district (county-level city) people's government shall, in accordance with the emergency plan for public health emergencies, regularly organize relevant departments and units to carry out emergency drills.

The relevant units specified in Article 10 of these Measures shall regularly organize emergency drills for public health emergencies of their own units.

Organize at least 1 emergency drills every year. Article 12 The Municipal People's Government shall formulate a plan for the construction of emergency disposal sites for public health emergencies, and the district (county-level city) people's government shall reserve centralized isolation sites and centralized resettlement sites in accordance with the planning requirements, and improve the daily operation, maintenance and emergency management system.

The relevant departments of the municipal, district (county-level city) people's governments shall regularly supervise and inspect the maintenance of facilities and equipment, the implementation of management system and the safety in production in centralized isolation places and centralized resettlement places to ensure the safe operation of the places. Article 13 The municipal public health administrative department shall establish and improve a graded, stratified and diverted emergency medical treatment system, and strengthen the construction of designated medical institutions and strategic reserve medical institutions for emergency medical treatment of public health emergencies. Article 14 Designated emergency medical institutions and strategic reserve medical institutions shall improve emergency medical facilities, equip them with equipment, medicines and medical consumables to meet emergency medical needs, strengthen the construction of emergency medical related disciplines and talent teams, and regularly carry out emergency medical drills and training.

Public medical institutions shall set up fever clinics, intestinal clinics, isolation wards, negative pressure wards and negative pressure operating rooms in accordance with the requirements of the health authorities.
