Why do so many fraudsters come from Shandong?
As the Jinan Municipal Administration for Industry and Commerce recently uncovered an online fraud case that triggered the investigation of 186 Taobao stores, Shandong’s first online fraud case once again attracted public attention.
Fake orders can actually be "trained and put on the job"
According to a reporter from the Economic Herald, the online order fraud case exposed this time was first discovered by law enforcement officers from the Jinan Industrial and Commercial Bureau. Network Technology Co., Ltd. openly recruited 30 Taobao fraudsters online. Law enforcement officers conducted undercover investigations as job seekers and eventually seized the company.
This company has processed more than 3,000 orders for 186 online stores in half a year, making a profit of 24,000 yuan. Jinan City's industrial and commercial department fined the company 60,000 yuan in accordance with the relevant provisions of the "Measures for Internet Management and Transactions" and filed separate cases against the 186 online stores involved. Ten of them have been punished and cannot be searched on the Taobao platform. arrive.
“The operation of brushing orders is actually very simple. Some students in our school have done part-time brushing. Basically, they follow the normal trading mode to brush orders. The brushing platform can also remotely control and modify the brushing. The IP address of the mobile phone is used to confuse the e-commerce platform," Zhou Pengfei, a sophomore at a university in Jinan who once worked part-time as a mobile phone brush, revealed in an interview with an Economic Herald reporter on the 13th.
According to Zhou Pengfei, after joining part-time fraudsters, they first receive training. There are special procedures to circumvent the supervision of fraudsters on e-commerce platforms. Specialized technicians are also assigned to teach evasion techniques. . For example, first log in to find a product, cannot stay on this product, close it quickly, then look for other products of the same type, log in to other online stores to browse, then return to this online store, and then find this product . During this period, users are required to browse two to three other products, creating an illusion of Taobao supervision. You also need to scroll to the end of the webpage to prove that you selected this product after shopping around and choosing carefully.
Zhou Pengfei told the Economic Herald reporter that he and several classmates had participated in fraud on several platforms, and the routines were basically the same. Generally speaking, the merchant first transfers the payment to the order brushing platform, and the order brushing platform transfers the money to the brush hands. The brush hands simulate real scenes on Taobao platform to conduct transactions, and receive commissions after the payment and comments are completed. In order to prevent being discovered and banned by the Taobao platform, every step of the brushing operation must be carried out in accordance with the requirements. For example, open multiple Taobao stores to browse at the same time, the browsing time should not be less than 3 minutes, and chat with the merchants. The brushing company will even modify the brushing remotely. Hand's IP address.
"Our classmates have stopped working a long time ago. We used to want to earn pocket money, but now it's illegal to swipe orders. We don't dare to do it anymore. It's not worth losing our future for this little money." Zhou Pengfei said about the economy Herald reporter said.
False orders create “false prosperity”
For Li Xiying, who just opened a new store on the e-commerce platform, fake orders are “no way”. But Li Xiying said that after the sales increased, he stopped placing orders. Once the e-commerce platform found out that the store was closed, all the previous efforts would be wasted.
“Not brushing orders means that you can’t attract traffic. Without traffic, you can’t sell goods, and the online store cannot survive.” Li Xiying opened a marine aquatic snack shop on a certain platform at the beginning of this year, but In the first two months no one placed any orders at all.
Li Xiying told the Economic Herald reporter that after consulting familiar online store friends, she learned that when opening a new store, it is necessary to increase popularity, transaction volume, evaluation, etc. through brushing orders, otherwise it will be difficult to survive. Only when the sales volume is high can the search be high, and only when the search is high can the store have traffic. If you want to increase the traffic of your store, you must have a product with sales exceeding 1,000 and becoming a so-called hot item. Therefore, brushing orders has become an inevitable choice.
In the beginning, Li Xiying mainly relied on relatives and friends to get orders. Later, when she got customers, she also asked customers for help, took pictures of a certain product, and then refunded the customers through other channels. She also sent some small items. If you give things to customers, it will not be easily identified as fraudulent orders. But this kind of petty fuss still couldn't bring traffic to the online store and boost sales, so Li Xiying began to ask the order brushing platform to operate it.
“If the total price of an express delivery order is within 200 yuan, the general commission is about 6 yuan, the commission for an order between 200 and 400 yuan is 8 yuan, and the commission for an order between 1,500 yuan and 2,000 yuan is 15 yuan, and if it exceeds 2,000 yuan, it is 18 yuan per order. In addition, the cost of express delivery is about 6 yuan, so the cost of an order is more than 10 yuan. Sometimes, in order to avoid being identified as a fraudulent order, it is necessary to pay more than 10 yuan. Put some small things worth one or two yuan in the express delivery, so the cost is as low as twelve or three yuan, which is acceptable," Li Xiying said.
After several similar fraudulent orders, the sales volume of Li Xiying’s store gradually increased, thus getting rid of the risk of closing.
It is understood that in addition to fake transactions and fake reviews, in order to make online shopping look more real, there are also online store sellers who cooperate with express delivery companies. The sellers send out empty packages, and the express companies send the empty packages to the destination. , signed directly by the local branch.
The illegal costs of fraud should be increased
Data show that there are currently more than 1 million people in my country engaged in occupations related to fraud. In June last year, Li from Hangzhou made an illegal profit of more than 900,000 yuan for fraudulent transactions, becoming the first person in the country to be sentenced to prison for fraudulent transactions.
Previously, major well-known e-commerce platforms including Tmall, Taobao, JD.com, Dangdang, Pinduoduo Mall, Suning.com, Yihaodian, Yixun.com and other well-known e-commerce platforms have experienced fraudulent orders, and Certain platforms have repeatedly banned it.
“For the competitors of the merchants who cheat on orders, the cheating behavior is essentially an act of unfair competition; for consumers, the cheating behavior infringes on the rights and interests of consumers; for e-commerce As far as the platform is concerned, the behavior of order fraud is both an infringement and a breach of contract. Based on this, e-commerce platforms can use platform rules to punish illegal order fraud in accordance with Article 20 of the Anti-Unfair Competition Law. According to the four provisions, administrative penalties of 10,000 to 200,000 yuan can be imposed for false propaganda," Fang Chaoqiang, a special researcher at the E-Commerce Center and Beijing Yingke (Hangzhou) Law Firm, said in an interview with a reporter from the Economic Herald.
Fang Chaoqiang said that from the current laws and regulations, the "Measures for the Administration of Online Transactions" directly stipulate the behavior of "fake orders". Article 19 of the Measures stipulates: Online commodity operators, related services When operators sell goods or services, they must abide by the provisions of the Anti-Unfair Competition Law and other laws, and must not damage the legitimate rights and interests of other operators or disrupt the social and economic order through unfair competition. At the same time, it is clearly stipulated that you must not use network technology or carriers to engage in behaviors such as fictitious transactions, deletion of adverse reviews, etc. to enhance business reputation for yourself or others.
Dong Yizhi, a special researcher at the E-Commerce Center and lawyer from Shanghai Yida Law Firm, believes that no matter the industry, consumers, manufacturers, investors, or even the so-called neutral e-commerce platforms, they cannot be exempted from the fraud behavior. truly benefit from it.
“The repeated bans on order fraud are mainly caused by profit-driven, low illegal costs brought about by hidden advantages, and insufficient punishment by e-commerce platforms.” Fang Chaoqiang suggested that the main reasons for the repeated bans on “order fraud” actors and The cost of dishonesty of its responsible person is included in the personal credit report by including information such as "bilking" behavior and administrative penalties confirmed by industrial and commercial verification and court judgments; it strengthens the cooperation between the platform and law enforcement departments and judicial departments, and uses its technical advantages to actively Report to law enforcement agencies and hand over clues about fraud; in civil disputes, cooperate with the court in investigating and collecting evidence to facilitate the rights protection of the infringed parties. Increase the regulatory responsibilities of the platform, encourage the platform to make full use of its technology and data advantages, and intensify efforts to investigate and deal with "fake orders".
According to the Economic Herald reporter, eight departments including the National Development and Reform Commission have jointly issued a document to increase the punishment of dishonest e-commerce entities. Untrustworthy e-commerce entities such as those who manufacture and sell counterfeit goods, infringe on intellectual property rights, and fake orders to increase trustworthiness have been included in the blacklist in the e-commerce field.
A staff member of the Credit Management Office of the Shandong Provincial Development and Reform Commission said that in the next step, Shandong will follow national practices and organize large-scale e-commerce companies, Internet companies, professional logistics companies and other related business units in the province to form regional The Anti-Trust Speculation Alliance promotes cross-verification and information sharing among enterprises within the alliance, conducts more targeted control over merchants and platforms that cheat on trust, and promotes joint punishment for dishonesty in one place and restrictions everywhere.
