Internal structure of Hengyang Municipal Transportation Bureau

According to the above responsibilities, the Municipal Transportation Bureau has 9 internal organs:

(1) office

Organize and coordinate the daily work of the Bureau; Draft important reports and comprehensive documents, and be responsible for organizing important meetings; Responsible for duty, secretarial, comprehensive research, government information, supervision, confidentiality, letters and visits, archives, compilation of local chronicles, logistics management and reception; Responsible for the safety and security work of the bureau; Responsible for computer network management of traffic system. Responsible for the target management assessment of the city's transportation system.

(2) Organizing the Personnel Section

Responsible for the personnel, labor wages, organization and management of bureau cadres; To undertake the management of personnel, labor wages, organization establishment, employee pension and medical insurance, vocational skill appraisal, grade evaluation, and education and training of technical jobs in the transportation industry; Assist the relevant departments to organize and guide the technical post evaluation and intelligence introduction in the field of transportation; To be responsible for the political examination and declaration of the personnel going abroad (at the border) by the bureau organs and directly affiliated units; Responsible for the evaluation of professional qualifications of personnel in the transportation industry; Responsible for the management and guidance of the city's transportation industry education; Guide the vocational and technical education and continuing education of the transportation system. Guide the party building work of directly affiliated units.

(3) Policy and Regulation Section

Organize and carry out policy research on transportation industry; To study and formulate measures to implement relevant national laws and policies and organize their implementation; Responsible for legal education, traffic legal publicity, law enforcement supervision and open government affairs; To undertake the legality audit of the relevant regulatory documents of the bureau; To undertake the administrative reconsideration and administrative litigation of this Council; Guide the administrative law enforcement in the transportation industry. Guide the construction of spiritual civilization and law enforcement team in the transportation industry.

(4) Planning and Statistics Section

Organize the preparation of comprehensive transportation system planning and undertake relevant coordination work; Organize the drafting of relevant industry development plans, participate in the formulation of the city's logistics industry development plans, and put forward relevant policies and standards; Responsible for the city's traffic construction and maintenance plan, and check its implementation; Responsible for the pre-approval, feasibility study and preliminary design approval, examination and approval and post-evaluation of municipal highway and waterway construction projects; Responsible for the maintenance and management of national and provincial roads; Responsible for technical transformation and investment project management; Responsible for examining and approving the subsidy funds for highway water damage; Responsible for statistics, forecasting and information guidance of the transportation industry; To guide the relevant business work of the Municipal Highway Administration Bureau and the Rural Highway Management Office. Undertake the daily work of national defense mobilization and traffic readiness.

(5) the basic construction part

Responsible for the management and supervision of the city's highway and waterway transportation infrastructure construction; Organize the implementation of the city's highway and waterway transportation infrastructure construction industry policies and technical standards; Responsible for the management and supervision of the city's highway and waterway transportation construction market, maintaining the order of equal competition; Responsible for the management and supervision of bidding for highway and waterway transportation construction projects; To be responsible for organizing and coordinating the construction of national and provincial expressway projects; To guide the relevant business work of the Municipal Highway Administration Bureau and the Rural Highway Management Office. The municipal traffic engineering quality and safety supervision and management office shall be responsible for and guide the supervision and management of the quality and quota, cost control, completion acceptance and other related work of highway and waterway traffic construction projects; Organize the technical research and experience exchange of highway and waterway transportation in the whole city. Responsible for the standard measurement of transportation industry and the work of science and technology information and transportation society.

(6) Transport Management Section

Responsible for the industry management of passenger and freight transportation, pipeline transportation, local railways, vehicle and vessel repair, loading and unloading, and transportation service market in the city; Responsible for formulating relevant policies and transportation routes, capacity, station layout and macro-control planning; Responsible for the qualification examination of transportation operators and foreign-funded and joint-venture transportation enterprises; Guide and coordinate transportation and related business prices; Organize and coordinate key materials and emergency passenger and cargo transportation; To undertake the relevant management of the logistics market in accordance with the regulations; Guide the city's transportation industry to save energy and reduce emissions; Responsible for the management, guidance and supervision of the affiliated enterprises; Responsible for coordinating the city's traffic system emergencies. To draw up the development plan of the city's bus, taxi and other urban passenger transport industries; To undertake the guidance and supervision of bus transportation operation, rail transit operation, taxi and car rental; Responsible for guiding the relevant business work of the Municipal Traffic Management Office. To undertake the relevant management work of the city's civil airports.

(7) Safety Supervision Section

To publicize and implement the principles, policies, laws, regulations and rules of traffic safety production; Participate in the drafting of traffic system industry safety policies and regulations; Supervise the implementation of safety production policies for road, waterway transportation, highway and waterway engineering construction and operational transportation infrastructure; To undertake the supervision and management of safety production of transportation enterprises and related construction projects and enterprises, and the supervision and management of quality and safety production of highway and waterway transportation construction projects; Responsible for guiding the relevant business work of the Municipal Traffic Engineering Quality and Safety Supervision and Management Office and the Municipal Local Maritime Safety Administration. Organize or participate in the investigation and handling of related accidents according to law. Responsible for guiding and supervising the safety (fire protection) security work of enterprises and institutions directly under the transportation.

(8) Finance and Accounting Section

Responsible for guiding and supervising the financial and accounting work of the city's transportation industry; Organize the formulation of relevant rules and regulations and supervise their implementation; Responsible for transportation state-owned assets management and transportation investment and financing; Responsible for the examination and approval of the transfer of property rights of transportation infrastructure; Responsible for the internal audit of transportation system and the approval of government procurement; Responsible for the preparation of the budget of the subordinate institutions and supervise the implementation; Responsible for the management of bureau funds. Responsible for guiding the relevant business work of the Municipal Toll Collection and Management Office.

(9) Veteran Cadres Management Section

To be responsible for the management and service of retirees from bureaus and transportation system restructuring enterprises, and to guide the management and service of retirees from directly affiliated units.

Commission for Discipline Inspection (supervision) institutions shall be set up according to relevant regulations.
