Second, the development goals of Nanjing

Facing the new situation after China's entry into WTO, we will seize the opportunity, overcome difficulties, work hard, take the lead in enriching the people and strengthening the city, basically realize modernization, take development as the theme and enhance the comprehensive competitiveness of the city as the main line, further expand opening up, comprehensively deepen reform, promote the strategic adjustment of the economic structure, accelerate the transformation of government functions, broaden the thinking of operating the city, strengthen urban construction and management, effectively improve people's lives, and strive to build Nanjing into a city full of economic vitality and cultural characteristics. By 2005, the GDP will exceed160 billion yuan, with a per capita GDP of 30,000 yuan. By 2065.438+00, the per capita GDP will exceed 5000 dollars.

Three. Nanjing development planning

1, urban master plan

The overall urban planning divides Nanjing into three levels: main urban area, urban development area and urban area. The main urban area is the existing Nanjing urban area. Urban development zone is a region with a high concentration of population, industry, information, technology and infrastructure and the highest level of urbanization in Nanjing, and it is also a key region for future social and economic development in Nanjing. The city covers the whole territory of Nanjing, including 3 new towns, 7 new towns and 13 key towns. In terms of external transportation, Nanjing is a comprehensive transportation hub city with five modes of transportation: aviation, highway, railway, sea transportation and pipeline, which is very convenient for external transportation. Lukou International Airport is the only international airport in Jiangsu Province. Shanghai-Nanjing, Ningwu and Jinpu railway trunk lines meet here, and Beijing-Shanghai and other high-speed railways will be planned and built here, eventually forming a railway hub with "ten lines meeting". Six national highways pass through Nanjing, planning to form a "two-ring and twelve-shot" expressway system. With an annual throughput of 60 million tons, Nanjing Port is the largest deep-water port in China. The planned longtan port is a deep-water foreign trade port, and the first phase of 520,000 TEU container terminal is under construction, striving to become the sub-center of Shanghai International Shipping Center. In terms of urban transportation, the construction of the southern section of the first ring road has been completed, and the river-crossing passage of the second ring road and the five bridges and one tunnel of the expressway have been planned. By speeding up the construction of transportation facilities, vigorously developing public transportation and strengthening traffic management, Nanjing has formed a complete, powerful and efficient external transportation system and a smooth and convenient urban transportation system, and the overall traffic situation is in a leading position among domestic megacities. All these provide strong support for Nanjing's convenient domestic and international transportation and good living and investment environment.

2. Environmental, historical and cultural protection

Nanjing's urban greening coverage rate ranks first in China, and the integration of mountains, water, cities and forests is the main feature of Nanjing. The Yangtze River and Qinhuai River cross the downtown area of Nanjing, and Xuanwu Lake, which is 4.7 square kilometers, is like a pearl, and together with Zijin Mountain, it forms the Zhongshan Scenic Area. There are many peaks in the urban area, such as Qixia Mountain, Laoshan Mountain, Niushou Mountain and Zutang Mountain. The 23-kilometer-long ancient city wall of Ming Dynasty is the longest preserved one in the world. These are all valuable assets for Nanjing to achieve sustainable development. In line with the principle of showing the dew and making efforts to build a green city, we will give full play to the urban characteristics of mountains, water, cities and forests, tap the historical connotation, and comprehensively protect the environmental features, urban pattern, cultural relics and architectural features, forming a complete historical and cultural protection system with the Ming city wall, ancient city water system, hills, forests and modern boulevard as the backbone, connecting each piece, face and point. Nanjing's superior natural environment and unique landscape of mountains, water, cities and forests have opened a beautiful space for people who invest, live and travel in Nanjing.

Fourth, the development strategy of Nanjing.

1, focusing on the development zone, speeding up the process of industrial modernization and internationalization, and constantly enhancing the economic strength of the city.

At present, Nanjing has three national development zones and six provincial development zones. By the end of 200 1, the accumulated development area was 78 square kilometers, and the investment in infrastructure construction was 7 billion yuan. There are more than 4,600 enterprises in the zone, including nearly 1 0,000 foreign-invested enterprises, nearly $3 billion of contracted foreign capital, 654.38+700 million of actually utilized foreign capital, and10.50 foreign-funded projects with more than $0/0 million. 200 1, the total income of technology, industry and trade is 80 billion yuan, and the foreign exchange earned by export is 780 million dollars. In the next step, we will focus on the construction of development zones and accelerate the construction of a number of professional industrial parks such as chemical industry parks, IT industrial parks and biomedical industrial parks.

Focus on building Nanjing IT Industrial Park to promote the development of electronic information industry. According to the development strategy of high starting point and high standard, aiming at building IT pillar industries, we will introduce and establish a number of internationally advanced R&D centers, manufacturing centers and information achievement trading centers with influence at home and abroad, vigorously enhance the innovation ability of IT core technologies and important application technologies, and strive to build an internationally renowned knowledge industry base and science and technology city within five years.

Focusing on the construction of Nanjing Chemical Industrial Park to realize the great development of petrochemical industry. We will seize the development opportunity of the world petrochemical industry adjustment, under the guidance of China Petrochemical, vigorously attract investment and attract wisdom, build a large-scale and high-quality petrochemical industry system, maintain a virtuous circle of industrial development and environmental construction, shape a characteristic economic development zone with advanced production, excellent environment and efficient service, realize the five-in-one integration of "industrial development, public facilities, logistics and transportation, environmental protection and safety, and management services", and finally become "national first-class" This year, we will complete the leveling of 3.8 square kilometers in the starting area of the chemical park, and strive to implement the first phase of 1.76 square kilometers of investment attraction.

2. Based on the principle of "one evacuation and three concentration", build "one city and three districts" to accelerate the process of urbanization and urban modernization.

"One evacuation" means evacuating the population of the old city to create conditions for better protecting historical and cultural cities and shaping the characteristics of modern cities; "Three concentration" refers to the concentration of industries in development zones, construction in new towns and university towns in universities. At the same time, according to modern standards, we will focus on building "one city and three districts". "One City", namely Hexi New Town, covers an area of 56 square kilometers. It will gradually become a sub-center of the city with three major functions of commerce, commerce and culture, a middle-and high-grade residential area with equal emphasis on residence and employment, and a leisure and sightseeing area in the western part of the city with riverside characteristics. "Three Districts" refers to Xianxi New District, Dongshan New District and Jiangbei New District. These three new urban areas will form a new urban pattern composed of university town, high-tech development zone and modern residential area, which will be connected with the main urban area through expressway and spread in a star shape.

As an important measure to enhance Nanjing's comprehensive competitiveness, we have chosen Xianlin, Jiangning and Jiangbei as bases for the reorganization of educational resources and the construction of university towns. Nanjing is one of the cities with the densest college students in China. The number of students per 10,000 people is 3.8 times that of Shanghai, 2.7 times that of Beijing and 1.3 times that of Hangzhou. Nanjing will build three university towns around the main city, adjust the layout of higher education, expand the development space, and further enhance the competitiveness of Nanjing science and education in the country. Xianlin University Town is located in the northwest of Xianxi New Town, which is divided into four parts: University Town, supporting science and technology industrial park, reserved area for future urban commercial facilities, reserved area for large-scale international sports and cultural activities facilities, and high-standard residential area. At present, nine institutions of higher learning, including Nanjing Normal University, Nanjing Medical University and Nanjing University of Chinese Medicine, have settled or plan to settle in Xianlin area. At present, there are eight universities in Jiangbei University Town, including Nanjing University, Southeast University, the new campus of Nanjing University of Technology and Nanjing Institute of Meteorology. It is estimated that during 2005-20 10, the total number of students in Jiangbei University Town will increase from the current 32,000 to 8-65,438+10,000, and the land will increase from 6 square kilometers to about 8 square kilometers. Jiangning University Town includes Hohai University, Nanjing University of Aeronautics and Astronautics New Campus, Zhengde College (private) and other universities. It is estimated that in 2005-2065,438+0.27 square kilometers, the number of students will increase from 654.38+0.4 million to 20,000.

3. Accelerate the development of modern service industry as the core, comprehensively enhance the comprehensive competitiveness of central cities, and build a national first-class service city.

While doing a good job in comprehensive economy and urban construction, accelerate the development of modern service industry. Based on the three major university towns, make the science and education industry bigger and stronger; Implement the tourism multiplication plan, take the main city scenic spot, Qixia, Niushou Mountain and Laoshan Pearl Spring scenic spot as the bases, and vigorously develop the culture and tourism industry; Take Xinjiekou, Hunan Road, Confucius Temple, Zhujiang Road and Hexi Business Circle as the leading enterprises, integrate commercial resources, and speed up the construction of a number of characteristic street shops and brand business circles; Develop new business formats such as chain operation, vigorously promote the modernization of commerce and trade, and realize the rapid development of commerce and logistics industry; Around the construction of "digital Nanjing", we will speed up the construction of "e-government" and promote the process of urban informatization.

Shenyang is the capital of Liaoning Province, the center of economy, culture, transportation and commerce in Northeast China, an important industrial town and a famous historical and cultural city in China. Shenyang now governs nine districts, one city and three counties, with a total area of10.3 million square kilometers and an urban area of 3,495 square kilometers. Shenyang is a famous historical and cultural city. It is named because it is located in the north of ancient Shenshui (a tributary of Hunhe River). Shenyang is one of the birthplaces of the Chinese nation, which gave birth to the early culture of the Liaohe River Basin. According to the textual research of Xinle site, human beings lived here in the Neolithic Age 7200 years ago. Since the establishment of Houcheng in 229 BC, the history of Shenyang has been nearly 2300 years. Shenyang is known as "one birthplace, two generations of imperial capital". 1625, the capital of Houjin, which was established by Qing Taizu, moved here and was renamed Shengjing. 1636, Huang taiji changed his country name to "Qing" and established the Qing Dynasty. 1644, after the Qing army entered Beijing as its capital, Shengjing was its capital. In recent years, the Shenyang Municipal Party Committee and Municipal Government has taken the revitalization of Shenyang's old industrial base as the main line, adhered to the general plan of reform and opening up and establishing the city by industry, accelerated the strategic adjustment of the state-owned economy, and the foreign capital and private economy have grown rapidly. Urban development space and industrial layout have been expanded and optimized; Automobile and parts manufacturing, electronic information, chemical medicine and other industries have begun to take shape and become an important support for the rapid economic development of the city; Scientific and technological innovation and enterprise R&D capabilities have been continuously improved, forming a number of products and enterprises with strong competitiveness; The construction of urban infrastructure was significantly accelerated, and the construction of soft environment was further improved. With the rapid development of Shenyang's economy and society and the rapid improvement of people's living standards, Shenyang's economy and society have entered a new period of rapid development. At the same time, Shenyang has been awarded the titles of "National Environmental Protection Model City" and "National Forest City" for two consecutive years, ranking among the top 100 cities in China and the top 10 most competitive cities in China.

Today, with the rapid development of economic globalization, facing the important strategic opportunity of fully implementing the revitalization of the old industrial base in Northeast China, the Shenyang Municipal Government has officially determined that by 20 10, Shenyang will be built into the three major centers of national equipment manufacturing, commerce, logistics and finance in Northeast China, and become an important growth pole for the overall revitalization of Liaoning and even Northeast China. With its superior geographical location, strong industrial base and scientific and technological strength, perfect market system and developed transportation network, Shenyang will surely become one of the most attractive investment areas in People's Republic of China (PRC) (China).

Shenyang, the capital of Liaoning Province, is located on the north bank of Shenhe River, so it is called Shenyang. Shenyang is the economic, cultural, transportation, financial and commercial center in the northeast of China, the capital of Liaoning Province, an important industrial base and a famous historical and cultural city in China. It belongs to the semi-humid continental climate affected by monsoon in the north temperate zone. The annual distribution of temperature and precipitation decreases from south to northeast and from southeast to northwest. There are four distinct seasons throughout the year, with an extreme maximum temperature of 35.2℃ and an extreme minimum temperature of -24.9℃ in 1999. 1999 The average temperature is between 7.8 and 9.0℃, with the lowest in Kangping County and the highest in Dongling District.
