Rules for competency examination and certification of inland river ship crew in People's Republic of China (PRC)
The national maritime administrative agency shall, under the leadership of the transportation department of the State Council, implement unified management of the competency examination and certification of inland river ship crew nationwide.
Maritime administrative agencies at all levels shall, in accordance with the scope of authority determined by the national maritime administrative agency, be specifically responsible for the competency examination and certification of inland river ship crew.
In accordance with the provisions of the third paragraph of this article, the maritime administrative agency specifically responsible for the examination of the competency of inland river ship crew is hereinafter referred to as the examination institution, and the maritime administrative agency specifically responsible for the certification of the competency of inland river ship crew is hereinafter referred to as the certification institution. Article 4 The national maritime administrative agency shall promptly announce to the public the catalogue and authority of examination institutions and license-issuing institutions. Article 5 The principles of fairness, impartiality, openness and convenience shall be followed in the competency examination and certification of inland river ship crews.
Examination institutions and license issuing agencies shall establish and improve various systems for competency examination and certification, and release relevant information to the society in a timely manner, so as to provide convenience for seafarers to take competency examination and apply for competency certificates. Chapter II Issuance of Competency Certificates Article 6 A competency certificate includes the following basic contents:
(1) The name, sex and date of birth of the holder;
(two) the type and number of the certificate;
(three) the holder's qualifications and the competent navigation area (line);
(four) the date of issuance and the expiration date of the certificate;
(5) Issuer;
(6) Other contents that need to be specified.
The certificate of competency shall be uniformly printed by the national maritime administrative agency. Seventh certificates of competency are divided into the following categories according to the gross tonnage of inland river ships or the total power of main propulsion power plant:
(1) First-class certificate of competency: applicable to the crew working on inland river vessels of 1000 gross tonnage or above or 500 kilowatts or above;
(2) Class II certificate of competency: it is applicable to the crew working on inland river vessels of 300 gross tonnage and above to 1 000 gross tonnage or 1 500 kilowatts and above to 500 kilowatts;
(3) Class III Certificate of Competency: It is applicable to the crew working on inland river vessels with a gross tonnage of less than 300 tons or less than 150 kilowatts. Article 8 The crew qualifications to which the Certificate of Competency applies are:
(1) First-class certificates of competency: captain, first mate, second mate and third mate; Chief engineer, big tube wheel, second tube wheel and third tube wheel;
(2) Class II and Class III certificates of competency: captain and pilot; Chief engineer, engineer. Article 9 The categories of competency certificates for the captain and the crew of the driving department of inland river ships shall be determined according to the gross tonnage of the ship, and the categories of competency certificates for the crew of the engine department shall be determined according to the total power of the main propulsion power plant of the ship. The categories of competency certificates for the tugboat captain and the crew of the driving department of inland river ships shall be determined according to the total power of the tugboat's main propulsion power plant. Article 10 To obtain a certificate of competency, the following conditions shall be met:
(1) Obtaining a crew service book;
(2) Conforming to the health standards for the competent posts of inland river ship crew as stipulated by the national maritime administrative agency;
(3) Having received the competency training for the crew of inland river vessels corresponding to the categories and job qualifications of the competency certificates applied for;
(4) Having passed the competency examination for the crew of inland river vessels in the corresponding subjects prescribed by the national maritime administrative agency;
(5) Having the qualification of effective water service for the crew of inland river vessels as stipulated in the annex to these Rules, and having good performance and safety record. Article 11 Crew members who have held the positions of driving department and engine department on military ships or fishing ships, and those who have held the positions of captain or driving department on seagoing ships and hold valid certificates of competency for seagoing crew members may apply for corresponding certificates of competency if they meet the following conditions:
(1) The type and qualification of the certificate applied for are not higher than the corresponding certificate types and qualifications on military ships, fishing ships or seagoing ships;
(2) Conforming to the health standards for the competent posts of inland river ship crew as stipulated by the national maritime administrative agency;
(3) The water service qualifications of military vessels, fishing vessels and seagoing vessels can be adapted to the water service qualifications specified in the annex to these Rules, and their post performance and safety records are good;
(4) Having passed the competency examination for the crew of inland river vessels in the subjects prescribed by the national maritime administrative agency.
A seaman who has held the post of engine department on a seagoing vessel and has the conditions specified in items (1), (2) and (3) of the first paragraph of this article may directly apply for the corresponding certificate of competency with a valid certificate of competency for seagoing crew. Article 12 The crew working on special ships such as inland river dangerous goods ships and passenger ships shall not only meet the conditions stipulated in Article 10 or Article 11, but also complete the corresponding special training and obtain the training certificate.
