On December 31, the Housing Security and Real Estate Administration Bureau of Hefei City, Anhui Province issued a notice on the issuance of the "Hefei City's "14th Five-Year Plan" Housing Development Plan.
According to the "Plan", during the "14th Five-Year Plan" period, Hefei will vigorously promote a new type of urbanization centered on people, accelerate the urbanization of the agricultural migrant population, and further improve the urban and rural labor and employment system. In the next five years, the cumulative number of new jobs in Hefei's cities and towns will reach 650,000. The new citizen group, mainly newly employed workers, has limited ability to pay for housing in the short term, and the demand for rental housing will gradually increase.
The "Planning" estimates that during the "14th Five-Year Plan" period, the city plans to demand 580,000-620,000 new commercial housing units. During the planning period, the city will supply 580,000 new commercial housing units, including 280,000 units in Hefei City and 300,000 units in four counties and one city; 150,000 affordable rental housing units will be raised; and 82,800 units of shantytown renovation projects will be started. . During the planning period, a total of 882 renovation and upgrading projects for old residential areas were completed, with a total construction area of ??26.74 million square meters.
In terms of policy implementation, the "Plan" clearly states: (1) Increase financial policy support, implement housing subsidies for newly settled talents and key industry talents, and implement the leasing of skilled workers Housing and Housing Project Plan;
(2) Implement differentiated credit policies, increase support for houseless households to purchase their first independent houses, and resolutely curb the use of credit leverage to speculate in real estate;
(3) Prevent the illegal inflow of funds into the real estate market, strengthen the review of down payment loans, minimum down payment ratios, debt service income ratios, and loan qualifications, and seriously investigate and deal with the inflow of operating loans and mortgage loans into the real estate market.
At the same time, the "Plan" also stated that it will implement real estate market supervision in accordance with the law, strictly investigate and deal with prominent problems that the masses have strongly reported in accordance with the law, intensify the investigation and punishment of real estate violations and regulations, and resolutely stop driving up housing prices and price increases.
