1. Guiding ideology

2. Admissions policy

1. Adopt admissions by segmentation and admission without examination. According to the location of each public primary school in the urban area, enrollment will be divided into different areas to achieve full coverage in the urban area. Legal guardians of school-age children must hold relevant certificates and register at the school for review. After verification, they will be admitted without taking an examination.

2. Strict plan management. The Municipal Education Bureau formulates a school enrollment plan based on the school's operating conditions, teachers, and student sources within the enrollment range. Each school must strictly implement its enrollment plan, and students who are recruited beyond the planned enrollment will not be allowed to register.

3. Implement sunshine enrollment. Each school must establish and improve the school enrollment publicity system, consultation system, social supervision system and accountability system, and implement "sunshine enrollment".

VI. Enrollment Procedures

1. Establish special classes. Each school should set up a special class for enrollment work, study and formulate the school's enrollment plan and work details, establish a responsibility system, and implement dedicated personnel to take responsibility.

2. Strengthen publicity. Each school must announce its enrollment plan to the public through websites, columns, etc., including: dedicated class personnel, enrollment scope, enrollment plan, schedule, consultation hotline, reporting hotline, etc.

3. Survey registration. Each school registers school-age children within the enrollment range by region, and families with questions need to go to the door for review and verification.

4. Review and approval. The Municipal Education Bureau organizes a special class to review the verified enrollment lists and relevant certificates of each school.

5. Issue admission notice. Based on the reviewed enrollment list, the Municipal Education Bureau and municipal schools jointly issue admission notices for new students.

VII. Time Schedule

8. Document requirements

School enrollment special classes must collect all student IDs (hukou) book, real estate certificate, birth certificate), carefully verify it, and issue a receipt and keep it properly.

1. Household registration book: Review the age of the student and the relationship between the student and the guardian. If the relationship between the child and the guardian cannot be proved in the household registration book, the marriage certificate, census registration form issued by the Archives Bureau and other relevant documents can be used to prove it. .

2. Real estate certificate: The address of the real estate certificate is used as the basis for student admission.

3. Birth certificate: Verify the student’s date of birth.

The following special circumstances require parents to provide relevant documents for verification and approval:

1. If the property is owned in the urban area, but the property is subject to mortgage loans, etc., a copy of the real estate certificate stamped by the bank is required. Documents and mortgage contracts;

2. Purchase of real estate with mortgage but have not yet obtained the real estate certificate. The down payment tax stamp, house purchase contract and mortgage contract are required;

3. When purchasing a "second-hand house", the property certificate has not yet been obtained. The purchase contract and deed tax receipt must be paid.

Failure to pay the deed tax will not be recognized;

4. If you own a commercial-residential shop or storefront in the urban area, you must provide a real estate certificate and an independent business license, and verify your actual residence;

5. The parents of the enrolled students do not have real estate in the city and have lived in the grandparents’ house for a long time. The real estate bureau will issue a certificate of the student’s parents not having a house in our city, and there will be a household register or archives bureau that can prove the relationship between the grandson and grandson. Census registration form and other supporting documents issued;

6. Those whose houses have been demolished but have not been resettled should register for school at the demolition site. A demolition contract must be provided and confirmed with the seal of each neighborhood committee;

7. Those whose houses have been relocated but have not yet obtained real estate must register for school at the resettlement site. It is necessary to provide the demolition contract and certification materials from the neighborhood committee of the current place of residence;

8. If you rent government low-rent housing or unit public housing for a long time, you need to provide the low-rent housing contract, rent receipts, and documents from the past three months. For account opening or payment invoices for water, electricity, gas, cable TV, etc., the name on the invoice must be consistent with the guardian's, and the address must be consistent with the house address;

9. The residential unit is publicly owned housing and cannot obtain a real estate certificate , you need to provide the house purchase contract, payment voucher, and unit certificate.

10. If you live in a house with small property rights and do not have a real estate certificate, you need to provide the house purchase contract and two account opening or payment invoices for water, electricity, gas, cable TV, etc. three months ago. 11. For self-built houses that villagers have not obtained a real estate certificate, they must provide a land certificate or land purchase contract.

9. Enrollment Discipline

(1) Enrollment Requirements

1. Strictly implement the enrollment plan. Schools are not allowed to break through enrollment plans or expand classes at will.

2. Implement separate admissions and enroll in nearby schools without examination. Public schools must strictly recruit students according to the divided areas to ensure the enrollment of students within the area. Private schools are not allowed to select students through examinations or disguised examinations, and are not allowed to conduct interviews.

3. Parallel classes. Each school must have a balanced mix of teachers and recruit new students into parallel classes. They are not allowed to separate into fast or slow classes, key classes or experimental classes.

4. Arbitrary charges are strictly prohibited. Schools are not allowed to collect school selection fees in violation of regulations, and are not allowed to collect donations related to enrollment.

5. Strictly control transfers and class transfers. Students from inside and outside the city who wish to transfer to urban schools must submit their real estate certificate and household registration to the school for review. If the student is within the enrollment range and the average class size of the receiving school does not exceed 50 students, the school will submit relevant documents to the Education Bureau for review and transfer procedures before September 15. The school is not allowed to accept transfer students from outside the enrollment scope.

6. Strictly manage student status. The school will handle the registration procedures based on the stub of the new student's admission notice and the student roster. The Municipal Education Bureau will review the new student registration strictly according to the plan.

7. It is strictly prohibited for primary schools to link enrollment with enrollment in preschool or affiliated kindergarten.

8. It is strictly prohibited to accept official letters from various units to arrange student enrollment.

(2) Penalties for violations

Any school that enrolls students in violation of regulations will be severely investigated and punished by the Municipal Education Bureau. The specific penalties are as follows:

1. The school’s public funds shall be as follows: The enrollment plan is budgeted for six years;

2. Adjust the enrollment plan for the next school year based on the violation;

3. Students who are enrolled in violation of regulations will not be registered as students. The school will be responsible for consequences such as loss of student status;

4. Schools that enroll students in violation of regulations will be notified to the whole city, and the school leaders will be given a warning and exemption talk. Those who refuse to make corrections will be severely dealt with.
