Article 2 These Measures shall apply to the construction, management, maintenance, cleaning, disinfection and use of urban drinking water secondary water supply (hereinafter referred to as secondary water supply) facilities within the coverage of the urban public water supply pipeline network in the municipal districts of this city. Article 3 The term "secondary water supply" as mentioned in these Measures refers to the tap water supplied by urban water supply enterprises and self-supplied water supply from self-prepared wells, using high and low water tanks, reservoirs, pumping stations and other facilities, and transferred to users through pressurized water supply systems. water supply method.

The term "secondary water supply facilities" as mentioned in these Measures refers to the reservoirs (tanks), water supply pump rooms and ancillary facilities (pipes, valves, water pump units, water treatment equipment, etc.) that are required for secondary water supply. Article 4 The municipal construction department is responsible for the supervision and management of secondary water supply, and the Yinchuan Municipal Water Conservation Management Agency under it is specifically responsible for the daily supervision and management of secondary water supply.

The municipal health department is responsible for the health testing and health supervision of secondary water supply water quality. Article 5 If a new construction, reconstruction, or expansion project requires the construction of supporting secondary water supply facilities in accordance with national regulations, the secondary water supply facilities shall be designed, constructed, and delivered for use at the same time as the main project.

Construction and construction units shall carry out construction in accordance with the design and construction plan of secondary water supply facilities. The design, construction plan and changes of secondary water supply facilities shall be filed with the municipal urban water conservation management agency.

Secondary water supply facilities should be inspected and accepted at the same time as the main project. When organizing the acceptance inspection, the construction unit should invite the municipal health department, the municipal water conservation management agency and the urban water supply enterprise to participate in the acceptance inspection; the secondary water supply facilities have not If it passes the acceptance test or fails to pass the inspection, it shall not be put into use. Article 6 The design of secondary water supply facilities shall be carried out in accordance with the design specifications for secondary water supply facilities, and the materials shall comply with national standards and installation specifications.

It is prohibited to use concrete cast-type water tanks (pools) and steel plate water tanks (pools) that have an impact on water quality, and it is prohibited to use fire-fighting and domestic mixed water tanks (pools). Those currently in use will be rectified by the property owner.

If the use of non-negative pressure equipment for secondary water supply causes pressure relief in the public pipe network and affects the normal water use of surrounding residents, the property rights unit shall be responsible for rectification. Article 7 After the completion of the secondary water supply project, the construction unit shall notify the municipal urban water conservation management agency to come on-site for supervision when cleaning, disinfecting, water flow testing and water quality testing of the secondary water supply facilities. For water quality testing, a "Water Quality Testing Report" shall be issued by an institution with corresponding qualifications. Article 8: Any unit or individual may not dismantle, deactivate or use the completed secondary water supply facilities for other purposes without authorization.

The management unit (property management unit or property rights unit) is responsible for the management and maintenance of secondary water supply facilities, and shall apply for a "Health License" in accordance with relevant regulations. Article 9 The construction unit or management unit of secondary water supply facilities shall not connect the secondary water supply facilities to the public water supply network without approval. The overflow pipe shall not be directly connected to the drainage pipe, and the overflow pipe mouth shall be protected. net. The sewage outlet should be equipped with sealing protection facilities, and the materials used should be non-toxic and harmless. The water tank should be covered and locked, and there should be no escape, leakage, dripping or leakage. Article 10 The management unit of secondary water supply facilities shall regularly conduct maintenance, cleaning and disinfection of secondary water supply facilities, establish maintenance, cleaning and disinfection files, implement a card system and register the status of maintenance, cleaning and disinfection.

The water supply tank shall be cleaned and disinfected no less than once every six months, and the water quality shall be tested once every quarter. The test results shall be disclosed to users. Article 11 The cleaning, disinfection, cleaning and maintenance of secondary water supply facilities shall be undertaken by units with corresponding qualifications. Cleaning, disinfection, cleaning, and maintenance work should be carried out during periods that do not affect the normal daily water use of residents or units. After each cleaning, disinfection, cleaning, and maintenance, a water quality test must be conducted. The water quality test must be qualified before it can be put into use. Article 12 Units engaged in cleaning, disinfection, cleaning and maintenance of secondary water supply facilities shall have a fixed workplace, set up a disinfection room for cleaning and disinfection tools, and regularly disinfect cleaning and disinfection tools.

Cleaning, disinfection, cleaning, and maintenance personnel must undergo health knowledge training and health examinations, obtain health certificates issued by the municipal health department, and register with the municipal urban water conservation management agency before taking up their posts. Article 13: The management unit of secondary water supply facilities shall establish a monitoring system, and the monitoring information shall be retained for 30 days.

Secondary water supply facilities and equipment rooms should take protective measures such as locking and implement dedicated management. The establishment and change of specialized personnel shall be reported to the municipal urban water conservation management agency for record in a timely manner. Article 15 The management unit of secondary water supply facilities shall not stop water supply without authorization (except for emergencies).
