1. Deeply understand the spirit and clarify the work ideas

The "Plan" proposes that by 2012, all enterprises above designated size in the city should basically establish independent grassroots trade unions; for enterprises that are unable to establish independent grassroots trade unions due to small scale, high personnel mobility, and small number of employees, and other social organizations, we should basically achieve full coverage of trade union organizations through regional and industrial trade union federations or joint trade unions, and strive to achieve more than 90% of the city's employee membership rates.
Based on this overall goal and the union-building indicators and tasks issued by the Federation of Trade Unions every year, the Municipal Federation of Trade Unions combines the overall work situation of the city and the work priorities of the trade union to study and determine the annual key points and goals and tasks of union-building work, so that all parties in the city can The level-level trade union organizations have clear goals, highlighted priorities, and joint efforts from top to bottom to steadily promote the establishment and membership development of trade unions. As of the end of June 2010, a total of 21,719 trade union organizations have been established in the city, covering 48,169 legal entities, and 3,679,513 members have been developed.
2. Boldly pioneer and innovate, reform methods and methods
