The Development Course of Hedong New District in Suining City

Hedong New District has experienced three stages of development since its establishment.

The first stage is from the establishment of the new district in September 2002 to the start-up stage of development and construction in September 2004. The newly established Hedong New District started from scratch, with only 20 million yuan injected by the municipal government as the start-up capital. At that time, it was mainly construction enterprises that undertook the project. After the government sold the land, it paid the arrears of the project, or started urban construction by paying the project at a discount. The flood dike on the east bank of the Fujiang River, Dongping Road and Fujiang Third Bridge were built successively.

The second stage, from September 2004 to February 2007, entered the stage of urban infrastructure construction with roads as the main part in cooperation with China Railway Eighth Bureau. After many investigations, China Railway Eighth Bureau was introduced to cooperate in the overall development of Hedong New District. Hedong Development and Investment Co., Ltd. affiliated to Hedong New District and Chengdu Railway Engineering Co., Ltd. of China Railway Eighth Bureau jointly invested 200 million yuan to form "Sichuan Chenggong Hedong Industrial Co., Ltd.", of which China Railway Eighth Bureau invested 65.438+0.2 billion yuan, and the land assets of Hedong New District were converted into shares of 80 million yuan. It is planned to raise 900 million yuan to implement the overall development and construction of Hedong New District. On this basis, China Railway Eighth Bureau signed a bank-enterprise cooperation agreement with Sichuan Branch of Agricultural Bank of China with its own qualifications and credibility, as well as the development project in Hedong, and obtained a credit of 400 million yuan from the bank for this project. The infrastructure construction of Hedong New District, which is dominated by urban roads, has been started in an all-round way, and the construction of urban primary and secondary roads has been basically completed by the end of 2008.

The third stage, after 2008, will enter the stage of comprehensive development and construction with the formation of pillar industries of urban economy as the mainstay. The supporting construction of urban functions has been further improved, the environmental construction focusing on beautification, blackening and lighting has been fully implemented, real estate development and cultural and educational industries have developed rapidly, and the image of Hedong New District as "the first city for human settlement" has been comprehensively improved. "Western Rural Vocational Education Base" headed by Sichuan Vocational and Technical College; Tourism and leisure industry focusing on Lingquan Scenic Area, Colorful Road Landscape Belt and Guanyin Cultural Park; Electronic high-tech industry based on photoelectric high-tech industrial park; Relying on Hedong's unique natural conditions and rich cultural background, the real estate industry has developed rapidly.
