Is the institution a quota unit?

Institutions are limited units. Institutions refer to social service institutions engaged in education (schools), science and technology (scientific research), culture (media), health (hospitals) and other activities, which are organized by organs or other organizations using state-owned assets for social public welfare purposes (enterprises need to issue business licenses for profit-making purposes).
