In order to effectively strengthen the work of small-sum guarantee, promote small and medium-sized enterprises to absorb laid-off workers, and improve the enthusiasm of handling banks, guarantee institutions and communities to do a good job in small-sum secured loans, the Opinions on Further Doing a Good Job in Small-sum Secured Loans were formulated, and a reward and punishment restraint mechanism for small-sum secured loans was established. Vigorously carry out the activity of "establishing credit union district", establish the recommendation responsibility system and recovery target responsibility system for community small secured loans, and promote the benign development of small secured loans.
