The cause of Licheng District Public Library can be traced back to the early 20th century. As early as 19 19, Licheng County Library was established in Licheng, with the site at the south bank of Daming Lake. 1932, Shandong People's Education Museum set up an experimental area office in Zhudian Township, Licheng, and the office set up a library in Sangyuan; 1933, the county people's education museum was established in Dongjiazhuang. There is a reading room in the museum, including Shen Bao and North China News. After the outbreak of War of Resistance against Japanese Aggression, the People's Education Center was dissolved and the library stopped its activities. 1945 after the victory of War of Resistance against Japanese Aggression, the People's Education Museum was restored, with four departments: reading room, education, health and lectures.
