The Background of the Establishment of Wu Bo Industrial Park

Due to historical and natural reasons, the level of economic and social development in northern Anhui is obviously different from that in three cities, six counties along Huaihe River and the whole province, mainly in the following aspects: First, the economic aggregate is small and the per capita level is low. In 2009, the GDP of three cities and six counties was 21273 million yuan, accounting for only 2 1.2% of the whole province, and the per capita GDP only accounted for 45. 1% of the whole province average. Second, the level of industrialization and urbanization is low. In 2009, the industrialization rates of Bozhou, Suzhou and Fuyang were only 27.3%, 29.3% and 30.2%, respectively, which were lower than the provincial average 10. The urbanization rates are 33.3%, 33.2% and 32.4% respectively, which are more than 8 percentage points lower than the provincial average. The supporting role of industry is relatively weak. Third, the infrastructure is weak. Problems such as excessive water, insufficient water and dirty water are prominent, the construction of farmland infrastructure is lagging behind, and disasters are frequent, especially the treatment of low-lying land has not really started. Fuyang City alone has nearly 3 million mu of low-lying land to be treated. County and township roads are lagging behind, with poor road conditions, many broken roads and inconvenient transportation. Fourth, human resources are seriously inadequate. The total number of talents is insufficient, the structure is not excellent, and there is a serious shortage of management talents, professional and technical talents and highly skilled workers in economic management and urban construction, which are urgently needed for economic and social development. Fifth, the level of basic public services is low. There are only 12 colleges and universities in three cities and six counties, accounting for 12% of the whole province, and there are 155 secondary vocational schools, accounting for 28% of the whole province, far below the population ratio, and there is also a structural shortage of teachers. Basic public services such as public medical care and social security are far from the provincial average. At present, among the three cities and six counties, there are nine national and provincial key counties for poverty alleviation and development, which have concentrated more than 40% of the poor population in the province. Accelerating the pace of development in this region and getting rid of poverty as soon as possible is of great significance for promoting scientific development, accelerating the rise of Anhui and realizing the goal of building a well-off society in an all-round way.

In order to further accelerate the development of northern Anhui, in 2008, the main responsible comrades of the Anhui Provincial Party Committee and the provincial government went deep into northern Anhui, personally investigated and discussed the development plan with the cadres and masses in northern Anhui, and coordinated the provincial departments to study key support policies. 5438+065438+In June 2008, the provincial party committee and the provincial government issued "Several Policy Opinions on Accelerating the Development of Some Cities and Counties in Northern Anhui and along the Huaihe River" (Wanfa [2008] No.21), and launched five categories, including financial support, project and infrastructure construction, land use, social undertakings development and talent intelligence support. The provincial party committee and the provincial government specially held high-standard meetings, and Secretary Wang Jinshan and Governor Wang Sanyun personally made arrangements and put forward a series of clear requirements. The provincial leading group for accelerating the development of some cities and counties in northern Anhui and along Huaihe River was also established, with Wang Mingfang, deputy secretary of the provincial party committee, as the leader, and Zhao Shucong, member of the Standing Committee of the provincial party committee and vice governor, as the first deputy leader. The office of the leading group consists of four special working groups: comprehensive coordination, key industries, modern agriculture, public services and social security. The leading group, namely, the Provincial Development and Reform Commission, the Provincial Economic and Information Technology Commission, the Provincial Agriculture Commission and the Provincial Department of Finance, is mainly responsible for comrades who also serve as team leaders, taking the lead, strengthening cooperation and making joint efforts.

In the document, the provincial party Committee and the provincial government docked Bozhou and Wuhu according to the reality of pairing to help both sides. Although Bozhou and Wuhu are located in the north and south of Anhui, their economic development levels are quite different, but their economies are highly complementary in industrial development, resource enjoyment, economic and trade exchanges and financial services.

In response to the call of the provincial party committee and the provincial government for twinning cooperation, party and government delegations from Bozhou and Wuhu exchanged visits successively, and conducted in-depth exchanges and discussions on the contents, fields and mechanisms of the docking between Bozhou and Wuhu. Finally, the two sides agreed that the two places will focus on six aspects: park construction, industry, economy and trade, social undertakings, finance and cooperation mechanism.

Since the signing of the docking cooperation agreement between Bozhou and Wuhu, the docking between Bozhou and Wuhu has achieved fruitful results in the past year. Focusing on the main line of "industry, economy and trade, social undertakings, park construction and cooperation mechanism", the two places have held a series of Bozhou-Wuhu agricultural products fairs, folk culture festivals, talent recruitment fairs and investment promotion conferences. The municipal departments of the two sides exchanged visits, exchanged experiences and cooperated in related fields.
