During the period of military industry, the deployment of enterprise technicians and the use of social college graduates were uniformly distributed by the higher authorities according to the unit demand plan, and enterprises lacked autonomy, so talent development and staff training were not included in the enterprise agenda. After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, with the implementation of the intellectual policy, the mold factory put improving the quality of enterprise personnel on the important agenda. Publicity Ministry of Education was established in 1979. In September, 1984, the Ministry of Staff Education was established. For six years in a row, we supported the Education Center for Workers in Luozhou and trained skilled workers below the intermediate level. 1985, the children's school of mold factory opened a vocational and technical high school, which trained a large number of professional and technical talents for enterprises.
