Institutional function
(a) the implementation of human resources and social security laws and regulations. Drafting normative documents on human resources and social security. Prepare the city's human resources and social security development plan, formulate corresponding policies and implementation measures, and organize implementation, supervision and inspection. Responsible for the reform of personnel system, labor and social security system in enterprises and institutions. Responsible for the statistical work in the related fields of human resources and social security in the city.

In conjunction with the relevant departments to formulate and implement the city's talent development strategy, planning and comprehensive policies, responsible for guiding and coordinating the organization and implementation of the city's talent selection, training and introduction projects. Formulate human resources market development plan and human resources flow policy. Formulate policies for the management and continuing education of professional and technical personnel, take the lead in deepening the reform of professional title system, and be responsible for the management of professional qualifications of professional and technical personnel. Comprehensive management of postdoctoral work and international students' work in Wenzhou. Responsible for the comprehensive management of skilled personnel training, promote the construction of technical colleges, strengthen school-enterprise cooperation, and improve the training, evaluation and incentive mechanism of skilled personnel. Guide the development of human resources service industry. Responsible for international exchange and cooperation of talents.
(3) Responsible for promoting employment. Formulate employment development plans and policies for coordinating urban and rural areas, and improve the public employment service system and employment assistance system. Take the lead in formulating employment policies for college graduates, and be responsible for employment and entrepreneurship guidance and services for graduates after leaving school. Responsible for the employment guidance of graduates from technical colleges in the city. Establish and improve the prediction, early warning, monitoring and analysis system of employment and unemployment. We will improve the vocational qualification system for skilled personnel and co-ordinate the establishment of a lifelong vocational skills training system for urban and rural workers.
(four) responsible for urban and rural basic old-age insurance, industrial injury insurance and unemployment insurance. Formulate policies and standards for basic pension, industrial injury and unemployment insurance, supervise its funds according to law, and improve the overall level of funds. In conjunction with relevant departments, improve the municipal adjustment system of social insurance, and organize the preparation of the draft budget and final accounts of the basic old-age insurance fund, industrial injury insurance fund and unemployment insurance fund. Organize the implementation of forecasting and early warning analysis and formulate countermeasures. Draw up the supervision and management system of supplementary endowment insurance fund and organize its implementation. Responsible for social insurance management, public service system and information construction.

(six) responsible for the distribution of wages and income of employees in enterprises, institutions and institutions. Formulate policies on income distribution, welfare and retirement for employees of enterprises and institutions and national civil servants in the city, and establish a normal wage growth and payment guarantee system for employees of enterprises and institutions.
(seven) responsible for maintaining harmonious labor relations, mediation and arbitration of labor and personnel disputes. Coordinate the formulation of labor and personnel dispute mediation and arbitration system and labor relations policy, improve the coordination mechanism of labor relations, implement the policy of eliminating illegal use of child labor, special labor protection policy for female employees and underage workers, and improve the implementation of working hours system and employee rest and vacation system. Organize the implementation of labor inspection, coordinate the work of workers' rights protection, and investigate and deal with labor violation cases according to law. Formulate comprehensive policies and plans for the work of migrant workers and the development of family service industry in conjunction with relevant departments, and promote the implementation of relevant policies.
