The applicant enterprise or individual can submit the application in two ways: (1) You can directly submit the Application Form for Tobacco Monopoly Retail License (renewal) and other application materials to the accreditation office of the Tobacco Monopoly Bureau where the business premises are located; (2) You can apply online directly in the "Online Office" column through the login system. 2. In the process of acceptance, if the applicant's application matters fall within the statutory functions and powers of the tobacco monopoly bureau at the corresponding level, the application materials are complete and conform to the statutory form, or the applicant submits all the corrected application materials as required, the tobacco monopoly bureaus at all levels shall accept the application and serve the Notice of Acceptance of Administrative License with special seal on the applicant; If it is not accepted, the Tobacco Monopoly Bureaus at all levels shall be responsible for serving the applicant with the Notice of Non-acceptance of the Administrative License stamped with the special seal. 3. On-the-spot verification After acceptance by tobacco monopoly bureaus at all levels, two or more staff members shall be assigned to the business premises for verification, to check whether the application content is consistent with the actual situation, and to submit the verification results in combination with the requirements of local reasonable layout. 4. Examiners of tobacco monopoly bureaus at all levels shall review the authenticity, legality, validity and completeness of the materials submitted by the applicant according to the requirements of relevant laws and regulations and local reasonable layout, and put forward opinions on whether to handle them and submit them to the approver for examination and approval. 5. Tobacco monopoly bureaus at all levels shall conduct examination and approval according to the requirements of laws and regulations and local rational distribution, and make a decision on examination and approval within 20 working days from the date of acceptance. If it is handled, the system will issue a license announcement, and the tobacco monopoly bureaus at all levels will affix special seals and serve them to the applicant as a voucher to handle the license at the corresponding place; If it is not handled, the Tobacco Monopoly Bureau that made the decision shall be responsible for serving the notice of disapproval of administrative license with the special seal on the applicant, and inform him that he has the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.
