Responsible for labor wages, personnel deployment, establishment management, and assessment and management of leading cadres in the National Education Bureau and its affiliated units; guiding the ideological and political work and spirit of the national education system.

The main responsibilities of the National Education Bureau are:

(1) Comprehensively implement the party and the country’s education guidelines, policies and regulations, research and formulate specific guidelines, policies and organize national education implementation.

(2) Study and formulate the national education development plan and annual development plan, formulate the focus, scale, speed and steps of educational development, organize, guide and coordinate the national education development plan, annual plan and education system reform and the implementation of school-running system reforms.

(3) Responsible for national basic education (including preschool education), special education, vocational and technical education, off-campus education, adult education, and higher education (including schools run by social forces), coordinating, guiding, and supervising districts and counties (State) and relevant departments’ educational work.

(4) In charge of the construction of the national team of teachers and educational administrative cadres, responsible for the qualification identification of primary and secondary school principals nationwide; participating in the formulation of relevant policies and rules and regulations for the personnel management of the national education system; guiding the reform of the educational personnel system, Organize and implement employment assignments for graduates from normal colleges.
