Written examination includes public subject examination and professional subject examination. The examination scope is subject to the "Shanghai 20 14 Examination Outline for Employed Civil Servants". The examination syllabus is published on the website of Shanghai Civil Service Bureau and Shanghai "2 1 Century Talent Network".

Public subject examinations include "Administrative Professional Ability Test" and "Application". There are two kinds of examination papers: A and B. Among them, the application conditions stipulate that there should be a type examination paper for positions in grassroots work experience for more than two years, and the application conditions stipulate that there should be "unlimited" positions in grassroots work experience to take a type examination paper. Special recruitment positions for the disabled only take public subject examinations.

Professional subject examinations are divided into seven categories: politics and law, comprehensive management, economic management, financial management, information management, urban construction management and rural construction management.
