The deputy director is a "non-leadership position". Although it is not a real role, it is also a department-level cadre.

Before the implementation of the new civil service law, there were two ways to become deputy director: one was direct promotion, and according to organizational regulations, the number of "non-leadership positions" in government agencies and units could not exceed half. In other words, a unit with three leadership positions can be equipped with at most one "non-leadership position" and four leadership positions can be equipped with at most two "non-leadership positions".

The level of "non-leadership positions" shall not exceed the level of the unit. If it is a department-level institution at the county level, the non-leadership position can be a chief clerk or a deputy chief clerk, but it is not possible to directly appoint an investigator or deputy researcher above the deputy division level.
