Brief introduction of industrial agglomeration area in Huojia County

Huojia county industrial cluster is one of the first provincial industrial clusters established by the provincial government. Huojia County Industrial Cluster is located in the central part of Henan Province, in the plain, with Beijing-Guangzhou, Shijiazhuang-Taiyuan Railway, Jidong Expressway, Xinji, Silla, Zhan Ji and Bokou highways passing through, with convenient transportation, 50 kilometers south of Zhengzhou, the capital of Henan Province, 4 kilometers east of Xinxiang City/KLOC-0, and 40 kilometers west of Jiaozuo City. The industrial cluster area of Huojia County covers an area of 18 square kilometers, and the first phase of planning is 7.95 square kilometers. According to the industrial layout, it is divided into modern coal chemical industry base, modern agricultural machinery equipment manufacturing base, Xinxiang high and low voltage electrical appliance industrial park, Xinxiang sports industrial park and Jiayuan New District. According to the development plan, the industrial cluster will make every effort to build an independent innovation demonstration base of modern coal chemical industry in Central China and a pilot area for economic development and urban-rural integration in Huojia County.

Second, institutional setup.

The Management Committee and the Chengguan Town where it is located implement the management mode of unified leadership and individual responsibility, and realize the spatial integration of industrial agglomeration areas and administrative areas. At present, there are "two offices and three bureaus" under the Administrative Committee of Industrial Cluster Area, namely, Party Office, General Office, Social Bureau, China Merchants Bureau and Enterprise Development Service Bureau. Chengguan Town is the Social Affairs Bureau of the Industrial Cluster Management Committee, which is specifically responsible for the social affairs of 22 administrative villages and creates a stable social environment for the economic development of industrial clusters.

Third, the development status quo

Since the establishment of Jiaxian Industrial Cluster Management Committee, it has adhered to a high starting point and high standards for overall scientific planning of the cluster, with infrastructure construction as the guide, enterprise project introduction as the center and investment environment optimization as the guarantee, vigorously implemented various preferential policies for attracting investment, and comprehensively promoted the smooth progress of various constructions of the industrial cluster. With the entry of Fortune 500 Win-Win Group, a number of well-known enterprises such as Henan Coal Chemical Industry Group, Henan Jintian Chemical Industry Group, Henan Zhongke Chemical Industry Group and Tongliao Jinmei Chemical Industry Co., Ltd. have successively entered, and the enterprise agglomeration effect has become increasingly significant. Especially since 20 10, the entry of sports, high-tech energy, modern finishing and energy-saving building materials has not only enriched the industrial development structure of the agglomeration area, but also greatly promoted the sound and rapid development of the industrial agglomeration area.

(1) Build a "nest" to attract phoenix and improve infrastructure construction.

In the industrial cluster area, the infrastructure investment was 650 million yuan, the East Ring Road overpass and the East Railway underpass were built, the new road 13.5 kilometers was built, the 1 10 kV substation was built, and the construction of 220 kV substation was started. Water supply and drainage, power supply and natural gas laying in the built-up area are basically fully covered, reaching the standard of "seven connections and one leveling", and projects such as Jiayuan Community and standardized factory buildings have been built one after another; Projects such as Jiayuan Park, comprehensive market, star-rated hotel and comprehensive information service center will be started one by one, and the framework of industrial cluster development has been opened.

(2) "Phoenix" swarms, and the investment promotion work is flourishing.

At present, there are more than 200 enterprises in the industrial cluster, including 43 enterprises above designated size. In 20 10, the enterprise's operating income was 7.62 billion yuan, and there were 7 new industrial projects (including 4 projects with an investment of over 100 million yuan), with an investment of 2.04 billion yuan.

Around the characteristic industries of modern coal chemical industry, a number of major projects and key enterprises have been successfully introduced, such as Henan Jinshan Group, the five major alkali industries in China, Henan Coal Chemical Group, the top 500 domestic enterprises, with an annual output of 400,000 tons of methanol, Henan Coal Chemical Industry and Tongliao Gold Coal with an investment of 2.6 billion yuan, and Zhongke Group with an annual output of 400,000 tons of styrene and 654.38+10,000 tons of propylene with an investment of 3 billion yuan. The planned second production line project of 654.38+0.8 million tons of methanol to 600,000 tons of olefins and ethylene glycol is being actively promoted, and the leading industry agglomeration effect has already appeared.

(3) Project cluster construction, integrated development of production and city.

Modern coal chemical industrial park is an important part of Xinxiang's "one valley and five bases", and it is also the leading industrial park in the industrial cluster area of Huojia County. It is planned to complete the investment of 30 billion yuan by 20 15, so that the annual comprehensive production capacity of main products such as methanol, ethylene glycol and olefin will reach 5.7 million tons of chemical products, and the industrial output value will be 30 billion yuan, with profits and taxes of 5 billion yuan. After the planning is completed, the modern coal chemical industry park will become a medium-sized coal chemical industry cluster with the prominent feature of "localization of core technologies of coal chemical industry" in Central China.

The mechanical equipment manufacturing park focuses on agricultural machinery products such as shake-free starter, corn harvester, peanut sheller and farm machinery accessories, integrates industrial resources, and relies on Xinxiang Hengda Technology Co., Ltd., a leading manufacturer of shake-free starter, to promote the scientific and rapid development of modern agricultural machinery equipment manufacturing industry.

The sports industrial park will highlight the sports function and show the cultural heritage, and will be built into a theme park with regional advantages in northern Henan, focusing on sports goods research and development, outdoor leisure, entertainment events and other industries.

According to the idea of "connecting production and city, integrating production and city", Jiayuan New District will build a new urban area integrating enterprise technology research and development, tertiary industry service and office residence.

In the coming 10 year, the industrial cluster in Huojia County will continue to follow the general idea of "gathering industries with circular economy mode and building parks with ecological industry concept", adhere to leading cluster construction with scientific planning, support cluster construction with major projects, improve infrastructure, promote cluster construction, and strive to achieve sales revenue of/kloc-0.2 billion yuan in 2020.
