2. Inappropriate working methods. The specific manifestations are as follows: the activities of party branches of some non-state-owned joint ventures still follow the traditional practices of party organizations of state-owned enterprises, and the activities of party branches are limited to organizing several party member to hold meetings and read newspapers behind closed doors, but the combination of party building activities and enterprise production and operation has not been found, and the party building activities are out of touch with enterprise development, which has failed to cause certain momentum and influence; Some party branch secretaries of non-state-controlled joint ventures can take time to organize party branch activities while completing their own business work, and their work can only be passive, not to mention pioneering and innovating; The vast majority of party member employees in the joint venture put their livelihood first, fearing that they will be fired if they offend the business owners, and they are afraid to participate in the activities of the party branch, depending on their faces and attitudes.

3. Inappropriate ability and quality. The development and change of the situation requires the secretaries of grass-roots party branches to have all kinds of abilities and qualities, especially in the case that all the on-the-job party branch secretaries are part-time, which requires our party branch secretaries to be compound talents, with both management ability and rich knowledge of party affairs. 4. To improve the system of party branch construction, it is important to insist on highlighting "normality".

It is necessary to formulate an effective system in combination with the actual situation of enterprises to ensure the normal development of grass-roots branch work. Only when the system is effective and truly implemented can the work of grass-roots party branches be truly avoided.
